“Every gun that is made, every warship launched, every rocket fired signifies in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed.”President Dwight Eisenhower, April 16, 1953 This policy brief examines the economic and human impacts of the first six months of the Iran war—from February to the end of August 2026—on Iran’s Arab neighbors and compares these impacts with those on the three countries directly involved—Iran, Israe ...

In the first seven Policy Briefs of this ongoing series of analysis on Pan-Atlanticism: The Atlantic Basin in a Multipolar-Transnational World, we developed the argument that the strategic significance of the Atlantic Basin is on the rise for a range of international actors (states, regions and non-state agents) and from distinct political or ideological perspectives. In addition, in the most recently published Policy Brief -- “The U.S. and the Current International Reconfiguration: ...

In the two years since the fall of Bashar al-Assad in Syria, Russia has restructured its Mediterranean presence. Although Russia’s limited and increasingly conditional access to the Khmeimim and Tartus facilities in Syria has been preserved, its presence in the country has morphed from Assad’s ‘patron-client’ configuration to a more negotiated engagement. Simultaneously, Russia has upgraded its force-projection and logistical infrastructure in eastern Libya, giving it an access path ...

Brazil's election poses a question that extends well beyond Latin America: how much freedom does a country retain to define its international role when external pressure collides with domestic political exhaustion? For the Global South, the answer matters more than any foreign government's preference regarding the next occupant of the presidential palace. Strategic autonomy remains fragile if every change of government puts a country's freedom of action back up for negotiation. ...

The author of this opinion, Marie-Noelle Nwokolo, is a 2024 alumna of the Atlantic Dialogues Emerging Leaders Program. In September 1978, delegations from 138 countries gathered in Buenos Aires, Argentina, around a powerful idea: developing countries had knowledge, experience and capabilities worth sharing with one another. The Buenos Aires Plan of Action gave institutional form to what we now call South-South Cooperation, part of a wider post-colonial effort by developing ...

The incident involving Flydubai Flight FZ1073 between Dubai and Tel Aviv does not yet support any definitive attribution. It does, however, provide a useful warning sign: as aviation security closes off traditional avenues of intrusion, threats may shift towards alternative pathways by exploiting the people, service providers, and systems that the aviation ecosystem must necessarily trust.  ...

On August 7, 2026, Saudi Arabia, Turkey, and Pakistan signed the Mecca Joint Défense Agreement, a collective-defense pact widely compared to NATO’s Article 5. This essay argues that the comparison is misleading. Mecca borrows NATO’s language of solidarity without yet possessing NATO’s institutional machinery, and the Houthi offensive against Saudi Arabia in September 2026 provided an early and revealing test of what the agreement actually means in practice. Neither Pakistan nor Turk ...

You can imagine how often I've been asked to comment on where the Brazilian economy is headed after the election. With polls pointing to a runoff on October 25 and currently showing a statistical tie between Luiz Inácio Lula da Silva and Flávio Bolsonaro in vote simulations, I'm naturally asked about their economic programs and about the country's relations with the United States. ...

This paper was initially published in French on the website of the Fondation Jean-Jaurès. There was a historic decline in Official Development Assistance (ODA) in 2025. Foreign aid to developing countries from members of the OECD-DAC fell by some 23%, the largest decline on record and the second consecutive annual decline. Aid to Africa fell by more than 25%. The International Monetary Fund (IMF) described this decline in ODA to Africa as “a shock like no other.” It differ ...

The author of this opinion, Marianna Albuquerque, is a 2022 alumna of the Atlantic Dialogues Emerging Leaders Program. As world leaders gather in New York for the 81st United Nations General Assembly, climate change returns to the center of multilateral diplomacy under markedly different circumstances. The debate is no longer confined to whether the world must decarbonize, but increasingly centers on how the transition will happen, who will bear its costs, who will capture ...

Since around 2010, it has been known that the Eastern Mediterranean is a new gas province. Gas resources have indeed been discovered offshore four countries or territories: Egypt, Israel, Cyprus and Gaza. Two of them have become producers and exporters of natural gas, Egypt and Israel. Off the coast of Gaza, the Gaza Marine gas field has never been developed, and it is highly unlikely to be developed anytime soon given the very high tensions between the State of Israel and Hamas. By ...

The African Union Summit of February 2026 instructed the African Continental Free Trade Area (AfCFTA) Council of Ministers to negotiate a Protocol on Industrial Policy and Development. This work, handled without adequate preparation, is likely to reproduce the weaknesses it is meant to remedy. This paper is a conceptual mapping exercise, written to raise the preparatory questions before drafting begins, rather than to prescribe outcomes. It proceeds in five sections:1. It works towar ...

Various competing cross-border payment networks have become vehicles for geopolitical competition. As tensions have risen, many countries want to secure access to cross-border payment systems by joining with like-minded countries to form interoperable networks, either via tokenization or Instant Payment Systems (IPSs). Three major projects are under development, serving the strategic interests of the US, China and the Rest of the World—corresponding to the three trading spheres taki ...

Much of Western debate was revealingly silent on the Shanghai Cooperation Organization (SCO) summit, which took place on August 31 and September 1 in Bishkek, Kyrgyzstan. That relative silence reflects how poorly the organization’s growing significance is still understood. The meeting has not gone unreported. Any gathering of Xi Jinping, Narendra Modi, and Vladimir Putin inevitably attracts&nbs ...

The author of this opinion, Joana Ama Osei-Tutu, is a 2017 alumna of the Atlantic Dialogues Emerging Leaders Program.South-South cooperation (SSC) is often presented as an alternative to the hierarchical relationships that have historically characterized international development. In principle, SSC means Global South countries learn from one another, share expertise and resources, and develop solutions grounded in their own experiences, rather than importing models designe ...

This Paper was originally published on cgdev.org. Escalatory attacks on multilateral rules and institutions in this era of raw power politics have plunged international politics into uncharted territory. Traditional alliances have been fractured and new partnerships between unlikely bedfellows are emerging. No longer in transition, the post-World War II world order is in rupture. This paper examines international cooperation under these conditions and argues that a new "flexi-l ...

The next Secretary-General should begin with an act of institutional rebellion: refuse to become the Secretary-General ofeverything. Over three decades the office's political and administrative reach has spread across sustainable development, climate, health, migration, digital governance, financing, gender, food systems, and a still-growing list of global priorities. These issues are not unimportant; the trouble is that institutional ambition has simply outrun institutional capabil ...

Predictions of American decline have become increasingly prevalent. The United States has run persistent trade deficits for decades, but its public debt now exceeds its annual economic output. Meanwhile, and new centers of industrial and technological power continue to emerge across Asia. Yet despite these developments, no country has so far replaced the United States as the main organizing power of the international economy. Conventional explanations explain this in terms of U.S. m ...

The Resolution adopted by an overwhelming majority of elected European officials in Strasbourg on June 10, 2021, on "the violation of the UN Convention on the Rights of the Child and the exploitation of minors by the authorities in the migration crisis in Ceuta" (2021/2747/RSP), could not fail to leave its mark.Decoding the ResolutionThe Resolution shocked Moroccans to such an extent that it was quickly set aside at the time, as if there were a wish to forget it as fast as possible. ...

Recent crises in the Middle East, particularly attacks targeting commercial vessels in the Red Sea and tensions surrounding the Strait of Hormuz, have highlighted the vulnerability of the main strategic corridors of global trade. Rather than fundamentally disrupting the organization of trade flows, these crises are accelerating an ongoing transformation driven by the search for more resilient connectivity chains, the diversification of trade routes, and the development of logistics ...

When a crisis erupts, it sets crisis-management reflexes in motion and prompts efforts to contain its effects. Analysts then begin looking for the malfunctions, oversights, and failures that caused it. In some cases, conspiracy theories creep in, and speculation turns to who engineered the crisis, and to what end. Crisis-management theory teaches us, however, that a crisis unfolds under conditions that favor its emergence. Crises take shape in an environment where latent vulnerabil ...

The Mecca Agreement: A First Step Towards a New Regional Security Architecture? On 7 August, Saudi Arabia, Türkiye and Pakistan signed the Mecca Agreement, a trilateral defense pact aimed at strengthening collective security and defense cooperation between the three countries. At its core lies a collective defense commitment under which an attack on one member is considered an attack on all three. While many details concerning its practical implementation remain unclear, the agreeme ...

THE END OF AN ERAThe US-Israeli war on Iran, a 'little excursion' envisaged to be over within a matter of weeks, has entered its fourth month. Shock waves ripple across the globe. This war is just one in a series of recent crises which have fractured the international community, making the decades of the 2020's among the most disruptive in recent history. Each crisis compounds the deleterious effects of those which came before. The war in Iran is no exception. It abruptly stalled ec ...

With America's 250th anniversary, there will be many analyses of the country's history from domestic and international perspectives. But the meaning of the American story should also be assessed in key regional settings, from Asia to Latin America, and in transatlantic terms. In this vein, it is worth exploring the U.S. engagement in and with the Mediterranean world, one of the first places of U.S. international activism, and a setting where diverse aspects of U.S. foreign policy ha ...

This Opinion was originally published in Project Syndicate and republished by The Edge Malaysia, DT Next, and The Japan Times. Data from a period in which both China and India pursued deliberate industrial policies show that neither country's development route is accessible to other countries. At best, their experience can alert policymakers to structural limitations and coordination problems that will require their own homegrown solutions.RABAT—What is the most reliable develo ...

This policy paper explores how China’s economic development model—rooted in pragmatism, long-term planning, and civilizational renewal—has become its most compelling soft power asset, particularly in the eyes of the Global South. While critically engaging with Joseph Nye’s original conception of soft power as a primarily cultural and normative force, the paper argues that China’s ability to transform itself from an impoverished postimperial state into the world’s largest trading nat ...

Is Europe Prepared for War?European public opinion is moving from treating a major conflict as unthinkable to regarding it as a possibility for which governments must prepare. Attention is increasingly focused on Russian hybrid operations, vulnerabilities in critical infrastructure and the risk of fragmentation within NATO. European defence policy is consequently undergoing a rapid transition from post-Cold War complacency towards preparations for high-intensity warfare. Recent ...

The close relationship between energy and geopolitics is well established. The same holds true for several armed conflicts. In recent years, however, the conflict most closely intertwined with energy has been the 2026 Iran War, which began on February 28. A ceasefire has been in effect since April 8, and a Memorandum of Understanding (MoU) was signed by Iran and the United States on June 17. Nevertheless, as demonstrated by Iran's attacks on commercial vessels and recent U.S. strike ...

Thanks to the AI investment boom, the U.S. economy has performed well at the macroeconomic level. However, it is on an unsustainable fiscal and debt path. Mr. Trump’s fiscal policy in his second term has aggravated this trajectory. In turn, Mr. Trump’s tariff-based trade policy has failed to address what he sees as U.S. economic problems associated with the trade balance. Besides explaining why this has been the case, and what its implications are for the U.S. economy and the r ...

We Are Watching You In April 2026, the UK Ministry of Defence revealed that it had tracked a covert Russian submarine operation apparently intended to map critical undersea cables and pipelines in the North Atlantic and the North Sea. A Russian attack submarine and two specialised intelligence vessels operated by the Main Directorate of Deep-Sea Research, commonly known as GUGI, were reportedly monitored for four weeks by the Royal Navy, including HMS St Albans and P-8 Poseidon ...

On “marinetraffic.com”, thousands of triangles fill a map of the world’s ports and oceans, each representing the active location and destination of a ship, reported the “McGill International Review” (April 16, 2026) adding,” suspicious tankers are plentiful among them.” One of these vessels, marked by a red triangle, appears, zoomed, as “Monique”, a twenty-year-old vessel, aka Tokyo, Phuket and Elysia. Its old age and the frequent name change, suspects reporter Julnar Alzuki, “indic ...

For much of the post-war period, the Global South was framed as an object of history, defined by dependency, constrained by structural asymmetries, and confined to the margins of global decision-making. That narrative, once empirically grounded, is now no longer adequate. A profound yet uneven transformation is underway. The Global South is no longer only reacting; it is increasingly shaping rules, institutions, and narratives. This Policy Brief argues that the Global South is thus t ...

For a long time, security in the Sahel relied on Western military deployments, which failed to curb the jihadist threat, thereby demonstrating the limitations of a cooperation model based on logistical and doctrinal dependence on foreign partners. The three Sahelian states have decided to break away from this system and build“integrated security sovereignty.” This approach has taken hold against a backdrop of openness to new partners. Russia has thus established itself as the main m ...

The Green March is one of those seminal moments that have never ceased to influence the course of political events in Morocco, because of its long-term significance from the outset, the context in which it unfolded, the logic of interactions in which it was embedded through its causes and effects, and as one of the striking figures in the national narrative. ...

We take the 2026 G7 Summit in Évian-les-Bains as a case study for understanding how a leading existing multilateral organisation adapts to a more fragmented, technologically inflected, and multipolar world. We argue that the significance of Évian lies less in the summit agreements themselves than in what the summit reveals: a qualitative shift in governance away from exclusive summit diplomacy and towards more selective coalition-building, broader engagement with non-state actors, a ...

Superi ...

This Policy Paper has also been published in French and Spanish by Le Grand Continent Morocco offers a compelling example of how a middle-income economy can navigate a more fragmented global environment, characterized by weak growth and slower convergence. Since 2022, economic activity has remained relatively strong, with growth exceeding that of many comparable economies. Non-agricultural growth has averaged 4.4% since 2022, around 1.3 percentage points above its historical av ...

Three years after the adoption of the first National Action Plan (NAP) on the Women, Peace and Security (WPS) Agenda, Morocco has made real institutional progress, but implementation is still inadequate. The extension of the NAP opens a window of opportunity to prepare a second, more ambitious and operational cycle. This Policy Brief identifies four persistent obstacles: a virtually stagnant female employment rate of 19.1%, less than 3% female representation in peacekeeping contingen ...

Global imbalances are back—and this time the risks look different. The 2008 financial crisis showed how persistent current-account deficits and surpluses between major economies can fuel financial instability and trigger sudden, severe reversals of capital flows. After almost two decades, many thought that episode had been resolved. It had not. New imbalances have built up, with a familiar cast: China, Germany, Japan, and oil exporters running large surpluses, and the United States ...

History devotes considerable attention to the rise and fall of great powers. Scholars have spent centuries analyzing why empires collapse, why nations decline, and why dominant states eventually lose their position. By comparison, relatively little attention has been devoted to a different question: what happens when a country succeeds beyond its own expectations? ...

At the end of May 2026, Israeli airstrikes targeted the surroundings of Beaufort Castle (Qalaat al-Chaqif), near Nabatiyeh, before the Israeli army announced that it had captured the site. This development raises a fundamental question: why does a medieval fortified hilltop retain military value in the age of satellites, drones, and cruise missiles? This Policy Brief argues that Beaufort's significance is geographical before it is ideological or technological. Overlooking the Litani ...

The Green March cannot be regarded merely as a historical event confined to a particular time and place—a completed undertaking. Rather, it should be understood as an ongoing process with far-reaching consequences that continue to unfold and shape the present. ...

Geopolitical rivalries, and especially the competition for access to critical minerals, could be an opportunity for Africa. The objective of African mineral exporters is to diversify their partners and increase processing and value addition on the continent in order to create jobs and enhance export revenues.[1] To succeed, African exporters of critical minerals need to strengthen their coordination and develop joint infrastructure projects and regional value chains. The creation of ...

It is a golden object—shining, impressive, 36.8 centimeters tall, crafted from 18-carat gold and bronze. A replica of a monumental four-meter-high work of art standing in Geneva’s Ariana Park, near the United Nations Office, it bears the title Reflections and Dreams, created by Azerbaijani artists Salhab Mammadov and Ali Ibadullayev. Hands rise from the earth, supporting a globe, reaching toward eternity. ...

This essay argues that the current debate about the future of the international monetary system is not really about Gulf currencies, oil pricing, or de-dollarization in the narrow technical sense. It is about something deeper and more important: whether institutional trust can survive when geopolitical certainty is eroding. The Gulf monarchies—Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain, and Oman—increasingly exist in a world where the United States no longer looks ...

Driven by its mission to reflect on and analyze the major geopolitical, economic, and societal transformations shaping the contemporary world, and with a view to contributing to knowledge-sharing and disseminating the main outcomes of its research program, the Policy Center for the New South regularly publishes collective volumes addressing issues of particular importance to Morocco, Africa, and the broader Global/New South. In this spirit, the Center has recently released two volum ...

The meeting between Donald Trump and Xi Jinping in Beijing this week goes far beyond the traditional framework of a bilateral encounter between the world’s two largest economies. In many respects, it is a symbolic moment in the transition toward a new international order—one increasingly shaped not only by great-power competition but also by the Global South’s growing political consciousness and strategic relevance. ...

This Paper was originally published on mitvim.org.il This paper argues that the reconstruction of Gaza will depend not only on the amount of funding mobilized, but on how financing is structured, governed, and anchored within a broader politi`cal context. In a setting shaped by movement restrictions and weak institutions, financial design is not neutral but shapes priorities, distributes power, and determines what can be implemented on the ground. The paper examines the key cha ...

This Blog was originally published on cgdev.org. The OECD Conference on the Future of International Development Co-operation (which is set to take place in Paris on 11-12 May 2026) comes at a moment of acute strain. OECD Development Assistance Committee (DAC) countries' official development assistance fell by almost a quarter in 2025, and is projected to fall further in 2026. The US has withdrawn from or defunded dozens of multilateral bodies. Development cooperation, long pred ...

Trump’s Strategy of Overriding Constitutional SafeguardsPerhaps bearing in mind that only a minority of voters in the United States support U.S. military action against Iran, President Donald Trump has called the war a “short term excursion” and a “little journey” that may be over “pretty quickly”. The war is thus not a war, although Trump has said the U.S. will take Iran “back to the stone ages, where they belong”, and the U.S. military has admitted to attacks on 14,000 Irania ...

This Opinion was originally published on policyedge.in The weakening of global institutions creates both risk and opportunity, placing India at the center of debates on reform and renewal. The global order is not collapsing outright but is gradually hollowing out, as institutions lose normative coherence and great power contestation reshapes rules from within. This moment of transition creates both risks of fragmentation and opportunities for redesign. For India, rising economic ...

The commercial and geopolitical interdependence between China and Latin America makes any U.S. claim to promote a "decoupling" between them impractical. Digital technologies and critical minerals will be in the crosshairs of the North American National Security Strategy  ...

The International Court of Justice’s (ICJ) 2025 advisory opinion on climate change marks a significant expansion of international law into the governance of global public goods. By framing climate inaction as a potential violation of international law and human rights, the Court advances a progressive legal agenda that extends beyond existing political consensus and enforcement capacity. This article develops a realist critique of the ruling that avoids both legal romanticism and ni ...

On February 10, 2026, the European Parliament endorsed an asylum reform that expands the use of the ‘safe third country’ concept and introduces a common European Union list of ‘safe countries of origin’. This reform represents more than a technical adjustment of asylum procedures, as it signals a structural reorientation of EU asylum governance toward faster filtering of claims and greater reliance on external actors. The concept of a safe third country already exists in European asy ...

PrefaceThis series of policy briefs, Pan-Atlanticism: The Atlantic Basin in a Multipolar-Transnational World, assesses the strategic significance—and potential—of the Atlantic Basin, when viewed and engaged with as a distinct and coherent region for international cooperation or governance, and as a potential arena of strategic competition, within a shifting structure of international power that is now moving from unipolarity to a new multipolar reality. The series began by tracing th ...

We are now in the fifth week since the U.S. airstrike that killed top leaders of the Iranian regime, initiating a war involving the United States and Israel against the country. More than a month of mutual bombardments between Iran and Israel has ensued, extending to other Persian Gulf nations, U.S. military installations—and even Cyprus. From a global perspective, the impact has stemmed primarily from disruptions to regional production of goods and the blockade of the Strait of Hor ...

This essay examines the establishment of the Board of Peace as a test case in contemporary peace governance and hegemonic experimentation. While the Board, politically activated in early 2026 and formally anchored in a resolution of the United Nations Security Council, benefits from derivative legality under the UN Charter, its legal foundation remains constitutionally fragile, its mandate ambiguously constrained, and its accountability architecture underdeveloped, notwithstand ...

Human rights are central to the legitimacy of legal systems, not only through their recognition but also through the manner in which courts resolve conflicts between rights. Judicial decisions require well-founded reasoning, drawing on interrelated legal sources to ensure coherence, legitimacy, and predictability while minimizing non-legal influences. In EU law, the Court of Justice employs grammatical, contextual, comparative, and teleological methods of interpretation, alongside p ...

The first BRICS summit, convened at Russia's initiative in 2009, would be followed by sixteen more, the most recent being the Rio summit held on July 6 and 7, 2025. Until 2022, only one enlargement had taken place — the admission of South Africa, which turned BRIC into BRICS. From 2023 onward, however, three consecutive summits — 2023, 2024 and 2025 — transformed BRICS into BRICS+5, admitting five new member countries and introducing a new “partner country” status that now groups ni ...

Latin America has had to deal with expansionist agendas of great powers since its independence. To do so, different leaders from the region have adopted different policies. Some have sought to reinforce their relations with the U.S. whereas others mistrusted their big neighbor from the North and tried to multiply their partnerships with other parties in order to keep their autonomy. To this respect, the central role played by U.S.-Latin American relations, epitomized by the1823 Monr ...

While acknowledging the centrality of security tensions and potential conflict in the Gulf, this essay intentionally sets aside a detailed treatment of military and hard-power dynamics, concentrating instead on the geoeconomic logics of capital, infrastructure, energy, and connectivity, through which Gulf states now articulate power in a fragmented world order. It examines the emergence of a new tripartite or three-pillar power configuration in the Gulf, arguing that Saudi Arabi ...

The multiplication of systemic crises on a global scale - whether environmental, health-related, energy-related or linked to global security issues - calls for a profound change in diplomatic modes of action. In this context, the structured integration of scientific knowledge into international relations appears to be a decisive condition for the formulation of effective and legitimate collective responses. Science diplomacy is thus a strategic field of intervention, at the interfac ...

Sports diplomacy can be defined as a foreign-policy approach that uses sport as a tool to advance national interests, shape international perceptions, and foster cross-border engagement. As a subset of cultural and public diplomacy, it operates where politics, identity, and popular culture intersect. In an increasingly polarised and fragmented global order, sports diplomacy has emerged as one of the ‘softest’ of soft-power instruments, able to reach audiences that traditional diplom ...

There is a story told by Václav Havel, the Czech dissident writer who later became president after the fall of communism. In his essay The Power of the Powerless, Havel describes a shopkeeper who, every morning, places a sign in his window reading: “Workers of the world, unite!” He does not believe in it. Nor do the people around him. Yet the sign remains. ...

On January 27, 2026, the Spanish government adopted a Royal Decree for the extraordinary regularization of persons in an irregular administrative situation or involved in an international protection procedure. The choice of a royal decree allows for the rapid implementation of the measure, without the need for parliamentary debate, in a political context that is highly polarized on migration issues.Regularization applies to people who can prove their presence on Spanish territory be ...

Divergent regulatory regimes for data, driven by different motivations, ranging from privacy protection in the European Union to information control in China, could eventually produce distinctively different, and possibly contradictory, bodies of data. Artificial-intelligence models trained on those datasets could produce differing and possibly even conflicting outputs. To the extent that AI outputs start to shape human perception and to influence decisions, in governments and ...

The U.S.–China technological rivalry has become a central axis of global economic and geopolitical competition. While the United States continues to lead in frontier innovation—most notably in advanced semiconductors and artificial intelligence (AI)—China has consolidated strengths in large-scale implementation, manufacturing capacity, and control over critical segments of global supply chains. These advantages are especially visible in clean energy technologies and in the processin ...

This Paper was originally published on orient-online.com  The Western Mediterranean’s exposure to the Sahel is usually framed in terms of security spillovers and crisis management. This paper argues that this framing misreads how Sahelian access conditions now shape Mediterranean integration. Morocco’s Atlantic Initiative is a state-led corridor strategy combining Atlantic port infrastructure, inland transit routes, and energy systems to connect landlocked Sahelian economi ...

This article examines the quiet but profound implications of the erosion of U.S.-led hegemony for small and vulnerable states of the New South. While the post-1945 international order was never egalitarian, it offered predictability: power was organized through law, and sovereignty for weaker states rested less on justice than on procedural stability. Davos 2026 marked a turning point in the public acknowledgment of that system’s unraveling. Statements by leading Western figures rev ...

From the use of tariffs as a foreign policy instrument, to the weaponization of critical resources, and from targeted sanctions to attacks on critical infrastructure, economic security is at the forefront of international debates. The aggressive use of economic instruments for strategic purposes has become an explicit feature of international affairs, in a way not seen since the interwar period[1]. Beyond the weaponization of resources of all kinds, an increasing ‘monetization’ is u ...

The 2026 World Economic Forum (WEF) Annual Meeting took place in an environment of elevated economic uncertainty and structural risk repricing. According to the Global Risks Report (GRR) 2026, geoeconomic confrontation and economic downturn rank among the most severe near-term risks, while inflation-related risks and economic volatility have risen sharply in perceived severity compared with the previous edition. Notably, 50% of respondents to the Global Risks Perception Survey ...

The post-1945 international order, an architecture born of war-weariness and colonial twilight, is now a majestic but empty shell. Its foundational promise—a universal system of rules administered impartially—has been hollowed out by decades of selective enforcement, instrumentalized law, and a chasm between the rhetorical ideals of its custodians and their geopolitical practice. This is not a temporary dysfunction, but a systemic failure of legitimacy. From the invasion of Iraq und ...

In response to developing countries’ dissatisfaction with the New Collective Quantified Goal (NCQG) of $300 billion, which was decided at the Twenty-Ninth Conference Of the Parties (COP29) to the United Nations Framework Convention on Climate Change, in 2024 in Baku, Azerbaijan, the COP29 and COP30 presidencies promised to develop a roadmap to achieve $1.3 trillion in external climate finance that developing countries need, and to present it at COP30 in Belém, Brazil[1]. Global cooperation is under stress. It hardly requires detailed analysis: the international system is in a profound crisis, when seen from many Northern vantage points. What if we see the same turbulence but from a different vantage point? For many in the Global South the current period signals risk, but also opportunity. That the same events could spark a sense of crisis in one group but opportunity in another is nothing new. However, the sheer scale, speed, and scope of recen ...

The candidate could not have been more controversial—or more celebrated.

This report was originally published on fondapol.org For 50 years, the Western Sahara conflict has been pending before the international fora.In 1975, Morocco claimed sovereignty over this vast desert territory – which had previously been a Spanish colony – as it considered this territory had previously belonged to her. This view is contested by the Polisario Front, an independence movement supported by Algeria. The international community has adopted an ambivalent attitude, ac ...

Fuel access has become a strategic pressure point across Mali and its neighbors. In 2025, Jama’t Nusrat al Islam wal- Muslimeen (JNIM) shifted from sporadic interdictions to a deliberate fuel-blockade strategy intended to pressure Bamako without holding territory. By selectively constraining movement along the Sikasso–Kayes–Bamako corridor, the group turned fuel scarcity into a tool of coercion, governance, and narrative control—shaping behavior in the capital while remaining largel ...

The U.S. military buildup in the Caribbean—the most significant since the Cuban Missile Crisis—comes at a moment when a new world order is taking shape, its contours still unclear, and in which the U.S. seeks to be more assertive in the Western Hemisphere. This disposition toward South America and the Caribbean was underscored by the recent publication of the new U.S. National Security Strategy, in which the Monroe Doctrine is explicitly invoked. This Policy Brief situates the devel ...

The return of President Donald Trump to the White House at the start of 2025 was expected to signal an American retreat from international engagement, especially in regions of traditional security interest, such as southern Europe, North Africa, and the Middle East. To the surprise of many observers around the Mediterranean, and perhaps to the dismay of some in the Trump administration’s ideological orbit, this has not happened. If anything, the second half of 2025 has seen a high d ...

I recently participated in a discussion between Israelis and Arabs, some living in the Middle East, some living abroad[1]. The discussion topic was ‘The Two State Solution’. This article presents my personal takeaways from the discussion. It does not try to describe the details, and other participants may have different takeaways.I joined the discussion thinking that the two-state solution was dead. Most of the other participants felt the same way—all very pessimistic. But I left fe ...

An unusual gesture indeed—the dictator, more often than not a recluse, withdrawn behind his fortress and protected by 1.2 million armed soldiers, finally admitted what had long been seen on the battlefield in Ukraine and by spy satellites far above. North Korean soldiers—possibly 12,000 of them—are fighting on front lines alongside Russian troops, and they are falling or being wounded; some 4,000 men so far, by current estimates.  ...

In 2025, the global landscape became increasingly fragmented and uncertain. Great power competition intensified, regional conflicts became protracted and exacerbated, while economic nationalism reshaped the rules of trade and development. The mechanisms for conflict resolution and cooperation that have long provided a foundation for international cooperation are now under strain due to polarization and mistrust. Even longstanding alliances, bilateral and collective security architec ...

Resolution 2797 of the United Nations Security Council does not mark the end of an issue, but the culmination of masterful time management. Morocco has not only won support, it has won the tempo. By combining the Chronos of constancy and the Kairos of opportunity, it has demonstrated that a foreign policy can be based on the philosophy of time as much as on geopolitics. This diplomacy of controlled time can today be seen as an implicit doctrine of the Kingdom: a strategy in which pat ...

This Paper was originally published on transatlantic.org The contemporary maritime domain is increasingly recognized as a geopolitical and economic space, but also as an environment intertwined with human, social, ecological, and governance systems ashore. The United Nations Institute for Disarmament Research (UNIDIR 2024) report argues that maritime security has evolved from a narrow naval and state-centered concern into a multidimensional issue embedded in global human s ...

On November 17, 2025, the United Nations (UN) Security Council adopted Resolution 2803, endorsing President Donald Trump's Comprehensive Plan to end the conflict in Gaza. Contrary to popular belief, the American initiative does not date from the Trump Administration's 2nd term. It was born during his first term. The plan endorsed by the UN Security Council resolution, dubbed the ''Deal of the Century'', is in fact the heir to the initial plan, which bore the name ''Peace to Prosperit ...

The adoption of United Nations Security Council Resolution 2803 on November 17, 2025, endorsing the “Comprehensive Plan to End the Gaza Conflict,” is a step in the right direction, but it must be accompanied by the implementation of a Gaza development and post-conflict reconstruction program. Paragraph 6 of Resolution 2803 “calls upon the World Bank and other financial institutions to facilitate and provide financial resources to support the reconstruction and development of Ga ...

This Policy Paper analyses the Fourth Industrial Revolution (4IR) through the critical lens of technological colonialism. It argues that the fusion of physical, digital, and biological technologies is not merely a technical phenomenon but a civilizational shift reshaping the foundations of global power. The article traces a historical continuum from previous industrial revolutions, demonstrating how patterns of inequality and extraction persist, now transposed into the digital realm ...

The meeting between Donald Trump and Xi Jinping in Busan, South Korea, was more than an exercise in diplomacy. It was an emblematic performance of a world in transformation. Behind the formalities, the cameras, and the studied smiles lay an unspoken recognition: the world is no longer unipolar. The era of American supremacy, sustained for decades through its economic reach, military presence, and ideological projection, is giving way to a more diffuse, multipolar reality. ...

The election of Javier Milei as President of Argentina in 2023 created high expectations: how likely was he to succeed in transforming Argentina as he had promised? Would he be able to enforce his economic policies despite his limited backing in the legislature? Could he maintain the strong popular support that brought him to power in the face of the harsh reforms he was committed to implementing? And ultimately, would he be able to neutralize Peronism in Argentina and launch a new ...

Almost a year after President Donald Trump’s return to the White House, the United States displays little of the isolationism many of the country’s international partners anticipated, and many of Trump’s supporters desired. From economic sanctions to military intervention, Trump is proving to be something of a foreign policy president, although with distinctly unilateral instincts. This approach is particularly evident in Washington’s current approach to the ‘South’, including Latin ...

"From now on, there will be a before and after October 31, 2025". These were the strong words spoken by His Majesty the King to his people a few minutes after the adoption by the United Nations Security Council of resolution 2797, which clearly calls on the parties to the Sahara dispute to take part in discussions without preconditions and on the exclusive basis of the autonomy plan proposed by Morocco. This strategic Momentum should be a source of deep satisfaction for national dipl ...

This Opinon was originally published in French on telos-eu.com As Morocco celebrates the fiftieth anniversary of the Green March, which gave it control of the Western Sahara in November 1975, the UN Security Council has made a spectacular correction to its position on the issue. Its resolution of October 31, 2025 emphasizes the solution of internal autonomy for the Western Sahara within Morocco, relegating the idea of an independence referendum to second place. Autonomy rather ...

Resolution 2797, adopted on October 31, 2025 by a large majority of the Security Council, represents a historic turning point in the Sahara issue. For the first time, autonomy under Moroccan sovereignty is seen as the sole basis for negotiating a realistic political solution marked by the seal of compromise, irrevocably ruling out the referendum option and putting an end to the ambiguities that have dogged the issue for decades.Reacting to the adoption of the resolution, His Majesty ...

Ghana’s President John Dramani Mahama has made pragmatism the orienting principle of his foreign policy to reach a dual goal: (a) economic recovery, and (b) containment of the terrorist threat. Two recalibrations illustrate this shift. First, strategic convergence with Morocco: on January 7, 2025, Accra suspended recognition of the so-called ‘Sahraoui Arabe Democratic Republic’ and endorsed Morocco’s Autonomy Plan for the Moroccan Sahara. This opened the door to expanded economic co ...

Now that a cease-fire is in place, it is time to consider Gaza’s reconstruction. This will be the fifth such effort in less than twenty years. Lessons from the previous four indicate that rebuilding houses, bridges, and roads is relatively straightforward. Far more challenging is building a thriving Gazan economy and society—one where young people live with dignity, have jobs, feel heard and included in their communities, and are hopeful about their future. Achieving this requires n ...

The "Gaza Agreement" of October 2025, imposed on the parties to the conflict -Israel and Hamas- by US President Donald Trump, and the "Sharm el-Sheikh Peace Summit", have opened up the prospect of a halt to hostilities and the delivery of humanitarian aid to the Gaza Strip, pending the negotiation of the second phase to consolidate the ceasefire and pave the way for peace in the Region. While Hamas' involvement in the negotiations to free the hostages and end the war gave it visibili ...

This paper analyzes the impact of the BRICS+ Summit of July 2025 on the evolution of the bloc, as well as on the relationship between the bloc and the U.S. under President Trump. It also tackles the aftermath of the summit and in particular the impact it had in the souring of Brazil-U.S. relations. Before the paper analyzes the impact of BRICS+ on Morocco, it goes over the consequences of the events that resulted from the summit on the Brazilian political sphere.  ...

On 1 October, China marked the 76th anniversary of the founding of the People's Republic. Few nations in modern history have experienced such a remarkable transformation in so short a time. In just over seven decades, China has ascended from poverty and fragmentation to become a technological, economic, and diplomatic powerhouse of global significance. This trajectory—driven by strategic planning, institutional stability, and a steadfast belief in the state as a catalyst for develop ...

Almost a year after the December 2024 fall of former President Bashar al-Assad, Syrians on October 5 took part in their first parliamentary vote—a symbolic milestone for a nation emerging from years of war and authoritarian rule. Rather than a direct popular election, the process followed an indirect model: about 7,000 members of regional electoral colleges cast ballots to choose two-thirds of the 210 seats in parliament. The remaining one-third will be appointed directly by Preside ...

Cementing the Position of a Global PowerNo doubt the news was unwelcome for Pentagon planners in Washington, who had long pressured the Venezuelan government. In August, the United States placed a $50 million bounty on the Venezuelan leader’s arrest. By late September 2025, multiple Chinese vessels, including a naval hospital ship, were detected in the Caribbean. These ships appear to be part of a broader Chinese diplomatic and military strategy in Latin America, heightening tension ...

A direct threatIs history repeating itself? That was the question circulating at NATO headquarters in Brussels as officials observed a joint Russian-Belarusian strategic exercise held in Belarus last September, Ukraine’s neighbor and Moscow’s staunch ally. ...

Conventional wisdom holds that the United States has undergone massive deindustrialization in recent decades, with the country's manufacturing sector supposedly withering as it lost ground to China. This narrative has fueled debates about industrial policy, economic nationalism, and the reshoring of manufacturing production. But what if this story is only partially true? What if, instead of disappearing, American industry simply changed its address?  ...

The author of this opinion, Leonardo Párraga, is a 2016 alumnus of the Atlantic Dialogues Emerging Leaders Program. The next chapter of peacebuilding won’t be written only around the negotiating table or in United Nations chambers. Traditional peacebuilding processes have been characterized by exclusion of some of the key stakeholders that can make them more sustainable: women, young people, and local communities. This trend has been seen in recent peace agreements. For example ...

Africa's development depends on the mobilization of catalytic levers capable of accelerating growth momentum, with wider benefits for the African people. The digital, energy and demographic transitions are all major challenges, but at the same time they present the continent with new opportunities for transformation. In this context, Atlantic Africa appears to be a strategic and promising area, thanks to the richness and diversity of its natural resources, its geographical position ...

Sudan’s Heritage: Looting as a Weapon of WarSudan, in addition to the political and humanitarian crisis that has shaken the country for years, is now facing a worrying degradation of its cultural heritage, both tangible and intangible, particularly in areas where the fighting is most intense. Cultural heritage has become another victim of this war: the destruction of archaeological sites and the looting of museums fuel the illicit trafficking of cultural property and contribute to r ...

Global economic growth has been more resilient than expected, as the artificial intelligence-led growth seems to be compensating for the negative impacts of trade conflicts. Overstretched asset values and slowing jobs growth may be signaling that the balanced crossing of those two paths will be challenged. ...

This policy paper examines digital colonialism as a defining structural challenge of the twenty-first century and argues for the urgent pursuit of digital sovereignty in the Global South. While digitalization holds immense potential to foster inclusion and bridge development gaps, current dynamics reproduce historical patterns of dependency: data is extracted from Southern populations, routed through infrastructures owned by Northern corporations, processed by algorithms trained on ...

The era of relative stability grounded in post-Second World War idealism, and a global compact around the principle of supporting the most vulnerable, is coming to an abrupt close. In its place is hard-nosed realpolitik, raw power, and transactional politics. The current discordant, fractious epoch—despite the sense of foreboding and crises in some quarters—may yet create the space and conditions for much needed honest dialogue on the future of development cooperation. This dialogue ...

This article analyzes the role played by Türkiye as an emerging “middle power”[1], in Africa over the last two decades. It argues that a certain discontinuity can be identified in Türkiye’s foreign policy approach in Africa. The approach has shifted from short-term involvement with African nations to more focused, constructive, vision-oriented partnerships. In addition, Türkiye’s gradual rapprochement with Africa began with a soft-power approach through a humanitarian, cultural, and ...

Few symbols capture the post-war international order as vividly as the United Nations headquarters in New York. Officially opened in 1952, the building was conceived as both the stage of global governance and the emblem of Allied victory. Yet, nearly eight decades later, it is worth asking whether its location still reflects the true centre of gravity of world affairs. As the 80th Ordinary Session of the United Nations General Assembly approaches, economic transformation, geopolitic ...

The October 2025 general elections in Tanzania unfold within a political culture grounded in consensus and institutional continuity. President Samia Suluhu Hassan’s leadership has reopened political space by restoring elite dialogue, easing restrictions on rallies, and facilitating the return of exiled figures. Yet the exclusion of CHADEMA—the principal opposition party—highlights the enduring limits of pluralism. This paper analyzes the Tanzanian electoral process less as a convent ...

The Atlantic Initiative, announced by King Mohammed VI in November 2023 to provide landlocked Sahelian countries with access to the Atlantic Ocean via Moroccan territory, promises to profoundly reshape the bilateral relationship between Rabat and Nouakchott. Diplomatically, the rapprochement around the Atlantic Initiative unfolds ...

This Policy Paper analyzes Jacob Zuma’s July 2025 visit to Morocco as a revealing episode in the reconfiguration of South African foreign policy. Far from being mere protocol issue, the event activated multiple registers of mobilization—anti-apartheid legacy, territorial integrity, and diplomatic coherence—while shifting a dossier long confined to elites into the public sphere. Drawing on a corpus of 2,200 posts on X, and 20 South African press articles, the study shows that the con ...

This paper explores the evolving legal, geopolitical, and technical dynamics surrounding the extension of the coastal shelf of Atlantic African states beyond 200 nautical miles under the United Nations Convention on the Law of the Sea (UNCLOS). This policy brief analyzes the first 100 days in office of Chancellor Friedrich Merz, which have been marked by an assertive foreign policy, ambitious security reforms, and a shift toward economic pragmatism. Merz has sought to reestablish Germany as a ‘leading middle power’, emphasizing closer European coordination, renewed transatlantic engagement, and unwavering support for Ukraine. However, his approach to the Gaza conflict, characterized by alignment with U.S. positions and rel ...

This paper argues that the Middle East has become the crucible of twenty-first-century imperial politics, exposing the collapse of legal universality and the resurgence of coercive empire. Through the archetypes of Hammurabi and Nebuchadnezzar, it analyzes how states invoke law rhetorically while practicing domination through siege, spectacle, and exclusion. The United States, China, Türkiye, Israel, Iran, the European Union, and the Gulf monarchies all oscillate between Hammurabian ...

In 2019 - well before the onslaught of COVID-19 and the wars in Europe and the Middle East - the central thesis of a policy paper by this author, analyzing the relationship between Africa and the Caribbean, characterized it as one of missed opportunity due to the lack of consistent, meaningful engagement between the two regions - despite the relationship’s special significance given their shared history.

This paper develops a continuous-time optimal control model to analyze the economic effects of the U.S. administration’s newly imposed “reciprocal tariffs,” which are determined by bilateral trade deficits. The model focuses on a small, open developing economy integrated into global value chains and facing limited policy space. We demonstrate how reciprocal tariffs, endogenously linked to the trade balance, affect production, consumption, capital accumulation, and overall welfare. W ...

The international monetary system has been dominated by the U.S. dollar since the Second World War. The hegemony of the greenback cut across the end of the dollar exchange standard established by the Bretton Woods Agreement, and came out from the global financial crisis—and the euro crisis—even stronger than before. The euro area and China are taking steps to strengthen the international role of their currencies, but surmounting the inner strength of the dollar-based monetary system ...

The multilateral, rule-based trading system underpinned by the World Trade Organization (WTO) has been undermined by the unilateral imposition of U.S. tariffs. Crucially, the foundational principle of non-discrimination among WTO members has been abandoned. While many countries have attempted to negotiate with the U.S. to resolve tariff disputes, they have simultaneously sought to deepen trade ties with each other through plurilateral and regi ...

China's ascent to the position of the world's most prominent energy consumer has altered global energy markets and fundamentally reshaped the geopolitics of energy security. As China navigates the complexities of sustaining its economic momentum, ensuring access to reliable, affordable, and diversified energy sources has become an existential imperative, intricately woven into its foreign policy strategy. In parallel, Africa's immense wealth of both conventional and renewable resour ...

An Executive Order issued on July 30 by President Donald Trump hiked United States tariffs on imports from Brazil by 40%, in addition to the 10% established on April 2—the so-called ‘Liberation Day’ when Trump set out ‘reciprocal tariffs’ on countries around the world. The decree came with a long list of exemptions for Brazilian exports. For a number of product lines, the 10% April 2 tariff will continue to apply. These include air transport equipment, orange juice, furniture, fuel, ...

This article assesses the economic performance of the original BRICS economies, relative to the growth and currency appreciation projections presented in the papers that introduced the acronym, prior to the grouping becoming a diplomatic, political, and economic reality.

The BRICS+ group of countries met in Rio de Janeiro over the weekend of 6-7 July. The original group – Brazil, Russia, India, China and, soon after, South Africa – emerged as the materialization of a work of fiction.

In 2000, The Economist dismissed Africa as the “Hopeless Continent”—a label reflecting a broader system of marginalization rooted in colonial legacy and post-Cold War neglect. This essay offers a realist reappraisal, arguing that Africa’s growing strategic relevance is not the result of benevolence, but of structural necessity.Amid a fracturing global order and the rise of transactional geopolitics under Trump 2.0’s Bessent Doctrine, Africa has become indispensable: rich in critical ...

The history of relations between the West and East Asia is deeply rooted in fear, dating back to the 13th century when Mongol hordes swept from Central Asia into the European steppes. This civilizational neurosis took root in the European imagination and has since shaped Western perceptions of the East. The derogatory racial metaphor “Yellow Peril”, which emerged in the late 19th century, was not a new invention but rather a recurring theme invoked whenever politically expedient. It ...

As the ‘Western Sahara Conflict’, rather a dispute, because in 1975 the Sahara sovereignty was disputed by Morocco, Mauritania and the Polisario, dates back to 1975, so its international legal consideration relates to the Declaration of Principles on Western Sahara by Spain, Morocco and Mauritania (Madrid Accord), concluded in 1975 among Spain, Morocco and Mauritania for decolonizing ‘Western Sahara.’Here, the term Western Sahara is not geopolitically neutral in the context of ...

The late twentieth-century neoliberal experiment, imposed upon Latin America and Africa under the banner of the Washington Consensus, failed both economically and morally. Though it promised prosperity through deregulation, privatisation, and fiscal austerity, it delivered instead economic stagnation, rising inequality, and the systematic dismantling of the instruments of national development. This was not technocratic wisdom, but a project of ideological enforcement that subordinat ...

Though the international order has changed greatly over the past decades, the transformation now underway is significantly deeper and more profound. The first hundred days of Donald Trump's presidency have again demonstrated his capacity to defy convention and polarize opinion. Far from merely repeating his earlier administration, this new chapter is best understood as part of a long-term repositioning of the United States within a rapidly shifting international system—one where American primacy is no longer assumed but increasingly contested. On the domestic front, Trump's agenda has been marked by political calculation and a ...

The International Court of Justice and the International Criminal Court play key roles in upholding international law but face criticism over selective enforcement. The United States is at a critical juncture, facing a pivotal dilemma: preserving global leadership in a world it no longer fully controls. While it proclaims its primacy in the liberal international order, its actions tell a different story—one marked by tariffs, reshoring policies, and an open attempt to contain China’s rise. This strategy is driven less by long-term vision than domestic political calculus, underscoring the urgent need for strategic recalibration. ...

The traditional model of Official Development Assistance (ODA) has not only entrenched financial dependence but also served as a tool for geopolitical influence, often prioritizing donor interests over genuine economic self-sufficiency in developing nations. Latin America was barely mentioned in US President Donald Trump’s 2024 electoral campaign. The United Nations was built on a promise: to create a world in which justice, equality, and human dignity prevail. Arising from the ashes of the Second World War, the UN’s charter is filled with lofty ideals—social progress, human rights, and “better standards of life in larger freedom.” Decades later, the rhetoric remains intact, but the reality tells a different story. The UN has played a critical role in shaping global conversations around poverty, human rights, and inequality, ...
