Dans ce huitième ouvrage, le Centre HEC de Géopolitique et le Policy Center for the New South présentent 13 papiers conjoints inspirés de la 8ème édition de la conférence annuelle des Dialogues Stratégiques, et enrichis par les auteurs. Lors de cette rencontre, qui a eu lieu le 17 octobre 2019, deux thèmes majeurs ont été discutés : Les défis de la navalisation et de la maritimisation du monde et l’insularité au sein de l’Union Africaine.

Dans la première partie de l’ouvrage, les auteurs décryptent les défis de la navalisation et de la maritimisation à travers les rapports de force et les enjeux diplomatiques des stratégies maritimes, et à travers l’analyse du poids du maritime dans la coopération internationale, notamment avec les cas de la Méditerranée, l’Atlantique et la puissance maritime chinoise.

Dans la seconde partie, les auteurs analysent l’insularité au sein de l’Union Africaine à travers un retour sur les défis des états insulaires africains face aux crises régionales, dans un premier temps, avant de décrypter le particularisme des états insulaires en Afrique à travers l’exemple de Madagascar, l'Île Maurice, le Cap Vert et la Guinée Bissau.
