تتناول هذه الحلقة موضوع سياسة إعداد التراب بين الطموحات والإكراهات من خلال تفكيك المفاهيم الأساسية المرتبطة بالمجال، من قبيل إعداد التراب، التنمية المستدامة، والتخطيط الاستراتيجي الترابي، قبل التوقف عند الخصائص البنيوية للتراب المغربي من حيث المساحة، الدينامية الديمغرافية، التمركز الحضري، والتقسيم الإداري. كما تستعرض تطور سياسة إعداد التراب منذ سنة 1968، وأبرز محطاتها المؤسساتية وأدواتها وبرامجها. وينفتح النقاش على رهانات المرحلة المقبلة في ضوء النموذج التنموي الجديد، والتغيرات المناخية، والتحول الرقمي، وبروز أقطاب ترابية جديدة، في سياق الجهوية المتقدمة واللاتمركز الإداري. وتُختتم الحلقة باقتراح مسارات عملية لتعزيز الالتقائية، والنجاعة المجالية، وتحقيق تنمية ترابية مندمجة ومستدامة
