Construction de la paix par le bas - Cas de la société civile syrienne en exil

Ce Papier se focalise sur les formes locales de règlement des différends et de réconciliation, sous-étudiées dans les contextes conflictuels et post-conflictuels. L’accent y sera mis sur l’approche par le bas qui propose un nouveau récit de ces conflits et éclaire, à travers la dimension locale, de nouvelles pistes de reconstruction de la paix. Nous nous intéresserons au cas de la société civile syrienne, qui a connu un renouveau dans les pays voisins avec le soulèvement populaire en Syrie. L’enjeu principal étant de valoriser et de comprendre la manière, trop souvent méconnue et sous-estimée, dont ces acteurs locaux tentent de transformer les normes sociales héritées du temps de guerre. L’étude est basée sur les résultats d’un travail de terrain - réalisé dans le cadre d’un projet de recherche au Liban et en Turquie - auprès de membres de la société civile syrienne et de différentes organisations internationales et locales impliquées dans les efforts de réconciliation et de reconstruction sociale en Syrie.
