M’hammed Dryef is a Senior Fellow at the Policy Center for the New South, and a Professor of Practice at Mohammed VI Polytechnic University, where he also serves as a Special Advisor to the Public Policy School (PPS).
He graduated from the École Nationale d’Administration Publique (ENAP) in 1972 and also holds two postgraduate diplomas in Private Law, obtained in 1975 and 1977 from Mohammed V University in Rabat. In 1992, he earned a PhD in Public Law from the Pierre Mendès-France University in Grenoble.
M’hammed Dryef began his administrative career in 1972 as Deputy Administrator at the Ministry of Administrative Affairs, General Secretariat of the Government. From 1974 to 1977, he served as Chief of Staff to the Secretary of State in charge of Housing, Urban Planning, Spatial Planning, and Tourism, before becoming Head of the Legislation Division at the House of Representatives in 1977. The following year, he joined the Ministry of the Interior as Chief of Staff.
From 1983 to 1984, he was Governor of the province of Benslimane, and from 1984 to 1987, Governor-Director of the Greater Casablanca Urban Agency. In 1987, he was appointed Director General of National Security. Between 1988 and 1990, he served as Governor Director-General of Urban Planning, Spatial Planning, and the Environment at the Ministry of the Interior. He was then Wali of Fez from 1991 to 1998, and Wali at the Central Administration from 1998 to 2000. From 2000 to 2003, he was Director General of Internal Affairs (DGAI), before being appointed Wali of the Greater Casablanca region from 2003 to 2005. He subsequently served as Wali at the Central Administration of the Ministry of the Interior from 2005 to 2006, then as Wali of the Laâyoune-Boujdour-Sakia El Hamra region from 2006 to 2009. Finally, from 2009 to 2012, he again served as Wali at the Central Administration of the Ministry of the Interior.
A specialist in public policy, territorial issues, regionalization, spatial planning, and urban planning law, M’hammed Dryef has published numerous studies as well as a book entitled Urbanization and Urban Planning Law in Morocco, published by CNRS Editions. He also oversaw the drafting of the Guide de l’Agent d’Autorité (Benchara Press, Casablanca, 1982).
