Investing in “Migrant” Human Capital
September 26, 2018

This Policy Brief offers a new perspective on African migration to Europe, by proposing to invest in the economic and human capital represented by African migrants. This would require professional training of candidates wanting to migrate, mainly those motivated by the search for employment opportunities in Europe. The professional training should enable them to develop skills in par with the demand in the European labour market and hence boost their chances in succeeding in the host societies.

The idea of setting up immigration training and qualification centers in some African countries would be intended to replace the one of the “hot spots” suggested by some European countries. Specialists can refine the political details and technical aspects of such an initiative, but its pillars can be identified such as the eligibility criteria of African countries that may host these centers and the potential actors to be involved in the initiative.

At the beginning of June, officers from U.S. Customs and Border Protection, usually active on America’s periphery, were deployed to Washington D.C., where President Donald Trump had sighted an internal threat posed by “anarchists, agitators, looters, or lowlifes”. In reality, American citizens were protesting, mostly peacefully, against police brutality, and the killings of African-Americans by cops. Nevertheless, the urban revolt seemed grave enough for the Trump Administration to ...

Peace was near, most of the 5000 Taliban fighters were released—one condition for serious peace negotiations—and a city was selected for the negotiations between the Taliban and the Afghan government: Doha, Qatar. But an invisible enemy committed sabotage. COVID-19 brought down members of both sides. Worse: the Taliban’s supreme leader, Mullah Hibatullah Akhundzada was rumored to be on the threshold of death. NATO’s new senior civilian representative in Afghanistan, Stefano Pontecor ...

During normal times, our world produces enough nutritious food for all but millions still go hungry every day. Why does this happen and what can be done t ...
