Les Mardis du PCNS 13/07/2021: المغرب في مجال الطاقة: بين المؤهلات والتحديات

يلتزم المغرب منذ سنة 2009 بتسريع تطوير الطاقات المتجددة، وتعزيز الكفاءة في استخدام الطاقة وكذلك التكامل الإقليمي من خلال اعتماد استراتيجية وطنية طموحة للطاقة. بعد أكثر من 10 سنوات، تم تحقيق العديد من الإنجازات. لكن مع انتشار وباء كوفيد 19 والازمة الصحية التي نتجت عنه، تم فرض العديد من القيود، ولا تزال العديد من الدول تعاني تباطؤًا في اقتصادها. في هذا السياق، هل الأزمة الاقتصادية تبرر تقليص الإجراءات البيئية؟ أو على العكس من ذلك، هل يمكن أن تكون بمثابة محفز لتسريع التحول الأخضر؟ سيتطلب إزالة الكربون من الاقتصاد المغربي حصة أكبر بكثير من الكهرباء المتجددة المنتجة لكهربة بعض القطاعات مثل النقل والخدمات اللوجستية. ما هي التحديات التقنية التي قد يخلقها ذلك لشبكات الكهرباء من حيث الاستقرار والمرونة والتخزين؟ كما يتطلب التحول في مجال الطاقة استثمارات كبيرة (في الطاقات المتجددة، والبنية التحتية، وما إلى ذلك). فما هي القطاعات التي لها حاجة ماسة إلى الحوافز المالية من أجل تقليل تكلفة هذا الانتقال؟ وهل تم النظر بشكل كافٍ في مسألة مرونة أنظمة الطاقة في خطط التعافي والانعاش الاقتصادي؟ ثم ماذا عن قطاع الطاقة في التقرير حول النموذج التنموي الجديد؟ وكيف يمكن التملك الجماعي لمختلف الرهانات من طرف الفاعلين المعنيين وتعزيز قدرات الامتصاص التكنولوجي للاستفادة أكثر من عوائده على المستويين الاقتصادي والاجتماعي وكذا تعزيز الرؤية المالية للمشاريع الاستثمارية الكبرى المتعلقة بالطاقة؟ المسيرة: إيمان لهريش، مسؤولة عن البرامج بمركز السياسات من أجل الجنوب الجديد المتدخل: عبد الإله الشامي، مدير التنمية المستدامة بوكالة Enel Green Power

Imane Lahrich is the Head of Research Valorization Department, having previously served as a Partnerships & Research Support Officer at the Policy Center for the New South since 2019. She mainly worked on security-development related projects. She has experience as a Project Manager in a Strategic Intelligence firm (2017-2019) and as a research consultant in the MENA region, focusing on international development and the Rule of Law. Imane Lahrich holds a Master's in Political Studies and a Bachelor's in Political Science from Mohammed V University of Rabat.
