Using Foreign Direct Investment to Upgrade and Diversify Exports from Morocco: Opportunities and Challenges in Comparative Perspective
Authors
Theodore H. Moran
April 7, 2016

Developing countries that manage to upgrade and diversify their export profile grow more rapidly and achieve greater welfare gains than countries that simply export larger volumes of what they have traditionally produced.

This discussion paper examines what market imperfections and other impediments make the task of using FDI for structural transformation so difficult. Drawing on country case studies from Malaysia, Costa Rica, the Czech Republic, and South Africa, the paper identifies best practices for making progress, on the one hand, and examining impediments that lead to failure, on the other.

This study has been prepared to serve as the basis for a workshop at which on-the-ground practitioners in Morocco can view their country’s efforts at structural transformation in light of similar experiences elsewhere. The objective is to highlight accomplishments and raise questions about future obstacles for Morocco’s aerospace sector, for the automotive cluster in Tangier Med, for OCP, and for investment promotion via the Moroccan Agency in Charge of Promoting Foreign Direct Investment .

During the 2015 Paris Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), governments pledged to limit the global temperature increase to well below 2°C above pre- industrial levels, to peak emissions as soon as possible, and to achieve carbon neutrality in the second half of the century. Yet, even assuming full implementation of the commitments made by governments in Paris, the global concentration of greenhouse-gas (GHG) emissions will ...

The German town of Dinslaken, roughly 70,000 residents, has not really made a mark on history, but the former coal mining community still managed to get onto the front pages of national newspapers. Dinslaken became a hotspot for German jihadis, ready to join the radical Islamic State. Between 2011 and 2013 an Islamic group, 25 members, rented space just next to the office of the local commissioner of integration. About half of the group followed the call to arms, to fight the infide ...

The events in Iraq and Syria over the last seven years constitute one of the darkest pages in recent history. The so-called Islamic State (IS) managed to control an area the size of Britain and dominated its residents with an iron fist. It subjugated, terrorized and confiscated property...
