La mesure des vulnérabilités sociales : L’éclairage de la Covid-19

La pandémie Covid-19 a éclairé notre connaissance sur les limites de certains concepts pour saisir les vulnérabilités sociales. Elle invite les chercheurs et les décideurs à prendre une certaine distanciation avec les catégories conventionnelles, et à engager un débat sur la mesure de la complexité sociale. Combien y-a-t-il de pauvres au Maroc ? La pauvreté commence où et s’achève quand ? Les pauvretés monétaires et multidimensionnelles désignent-elles les mêmes réalités que seule la quantification différencie par des pourcentages ? Quel rapport y-a-t-il entre la pauvreté et la vulnérabilité ? Ces phénomènes peuvent-ils être l’expression d’une même réalité ? De qui et de quoi parle-t-on quand on évoque le chômage et la précarité de l’emploi ? Pourquoi les revenus de nombreuses catégories sociales ne sont-ils pas connus ? De quel poids pèsent les classes moyennes dans la pyramide sociale ? Les approches et définitions des catégories sociales sont-elles neutres, et dans quelle mesure interfèrent-elles avec les enjeux économiques et politiques ? La connaissance de notre réalité sociale est confrontée à une difficulté : le manque de lisibilité des phénomènes sociaux décryptés pas les statistiques. Sans statistiques, la société resterait opaque. Mais, les conventions sur lesquelles elles reposent sont d’autant plus acceptées qu’elles sont collectivement débattues et que les méthodes de mesures sont éprouvées.
