The Egyptian and Ethiopian perspectives on the Grand Ethiopian Renaissance Dam
September 4, 2020

The 2011 announcement of the Grand Ethiopian Renaissance Dam’s construction came at a critical time, as Egypt was in the midst of a revolution and relations between Egypt and Ethiopia were already tense. Despite initial Egyptian threats of undertaking military action, Ethiopia pursued the construction of what has been presented as an essential part of its national and, to some extent, regional development. Tensions between the Sudan, Egypt and Ethiopia have been extremely high for the past years, and despite having met several times, negotiations are at a deadlock. This chapter explores the Egyptian and Ethiopian perspectives on the issue, and analyses the points of contention and technical aspects that have impeded the two countries from finding a common solution.

This chapter was originally published in « Rapport annuel sur la géopolitique de l’Afrique - 2020 »

The Taliban takeover of Kabul on August 16, 2021, and the ensuing Afghan regime collapse in face of the Islamists, sent a global shockwave that for a time obscured the country's economic woes during US occupation. This paper examines the situation and implications for the Afghan economy of Taliban rule. U.S. presence was to put it mildly, barely beneficial to the Afghan economy, whose misleading results stem primarily from International Monetary Fund (IMF), World Bank (WB) and weste ...

The democratic transition in Libya may be in peril because of an escalating, multidimensional crisis in the country. The crisis’ internationalized nature has undermined domestic stability, with many countries vying for influence and the spoils of war. These rivalries have seeped into an election process that was originally envisaged to be a method for attaining legitimacy. Instead, it is in danger of being hijacked, which would consolidate division and increase the risks of relapse ...

In the last few months, the global order has been going through some fundamental changes which are affecting the competition between the great powers and have a direct impact on their relations with regional partners. Emerging challenges such as the climate change, cyberwarfare and artificial intelligence, hybrid warfare and non-state actors are shaping a new world that is profoundly different compared to the post-9/11 era, where the war on terrorism opened the gates to what have be ...

The Taliban movement took control of Afghanistan’s capital, Kabul, without confrontation or resistance, as soon as the president, Ashraf Ghani, fled the country. Afghan forces were not able to face the Taliban, despite of the fact that Taliban was technically outnumbered and outgunned by Afghan government forces. The New American administration first priority is to make US military mission in Afghanistan conclude by August 31st. Biden believes that the mission US army in Afghanistan ...

The Arab Spring led to the collapse of dictatorships that ruled the region for decades, creating a void that triggered increased rivalry between three axes seeking to expand influence and control in the region. Using the theoretical framework of ‘offensive realism’ developed by Mearsheimer, this paper analyzes the build-up and circumstances surrounding the intensification of the rivalry between Qatar/Turkey, Saudi Arabia/the UAE and Iran and how this rivalry has become a major drive ...

The Middle East is currently witnessing a proliferation of nuclear programs that is the harbinger of headaches. A nuclear domino effect has occurred, and its implications are unpredictable but dangerous. Regional disarmament and non-proliferation initiatives are not in the cards and are becoming outdated concepts, especially since most Middle Eastern powers are systematically constructing nuclear facilities that could be used for military purposes. With shifting power dynamics shack ...
