يخصص مركز السياسات من أجل الجنوب الجديد حلقة برنامجه الأسبوعي "حديث الثلاثاء" لموضوع المنظومة التعليمية في المغرب: أي نموذج لتحسـين جـودة التعليـم؟ رفقة محمد المسكي، أستاذ باحث في مجال التعليم والريادة بجامعة أريزونا بالولايات المتحدة الأمريكية. يمثل تحقيق التماسك الاجتماعي والتنمية البشرية وتقليص الفوارق أولوية كبرى من خلال تقوية وتعزيز السياسات والخدمات الاجتماعية وتطوير الاستفادة وتيسير الولوج إليها واستهداف مختلف الفئات الاجتماعية بسياسات تهدف إلى إدماج جميع الفئات والجهات في الدورة التنموية الوطنية من بينها القطاع التعليمي. هل هاته السياسات متكاملة، وتصب في نفس الغاية وهي الرفع بتنمية البلاد؟ كيف يمكن الوصول إلى هذا الإدماج بينما الشعور العام تجاه القطاع التعليمي سلبي نظرا لما آلت إليه المدرسة العمومية وهي من بين المداخل الأولى للتنشئة الاجتماعية؟ تعيش المنظومة التربوية المغربية في ظل سياق عام يعرف تراجعات كبيرة يمكن وصفها بالوضعية المقلقة جدا، بالنظر إلى كل التقارير الوطنية والدولية، وكذا كل المعايير والمؤشرات الدولية. ورغم أن منظومة التربية والتكوين خضعت لتحولات عميقة وعدد كبير من الإصلاحات والبرامج والمخططات، إلا أنها مازالت تعاني من اختلالات حقيقية تحول دون النهوض بهذا القطاع الحيوي. كيف يمكن توسيع هامش حرية التدبير التربوي والمالي للمؤسسات التعليمية وربط المسؤولية بالمحاسبة ونحن أمام أزمة ثقة في المنظومة التعليمية؟ هل يمكن لكل مؤسسة أن تبني وتتبنى برنامجا تربويا خاصا لأجرأة الأهداف الوطنية ومراعاة الخصوصيات المحلية لإحداث دينامية جديدة للارتقاء بجودة التعليم؟ هل تعتمد المنظومة الحالية على مؤشرات للتتبع والمراجعة المنتظمة للمناهج من أجل تحسين ملاءمتها وضمان الانسجام بين مكوناتها، مع استحضار البعد الجهوي والمحلي في تصريفها؟ كيف يمكن إقرار نموذج تعليمي يستعيد جودته ووظيفته التربوية ويهتم بوضعية الأطر التربوية في إطار منهجية واضحة تضع المتعلم في صلب العملية التربوية؟ 30 دقيقة: المنظومة التعليمية في المغرب: أي نموذج لتحسـين جـودة التعليـم؟ تسيير: إيمان لهريش، مسؤولة عن البرامج بمركز السياسات من أجل الجنوب الجديد المتدخل: محمد المسكي، أستاذ باحث في مجال التعليم والريادة بجامعة أريزونا بالولايات المتحدة الأمريكية

Imane Lahrich is the Head of Research Valorization Department, having previously served as a Partnerships & Research Support Officer at the Policy Center for the New South since 2019. She mainly worked on security-development related projects. She has experience as a Project Manager in a Strategic Intelligence firm (2017-2019) and as a research consultant in the MENA region, focusing on international development and the Rule of Law. Imane Lahrich holds a Master's in Political Studies and a Bachelor's in Political Science from Mohammed V University of Rabat.
