حديث الثلاثاء: الوضع الحالي ومستقبل جهود منع التطرف العنيف

يفتقر التطرف العنيف إلى تعريف محدد، ولا يقتصر على منطقة أو جنسية أو نظام عقائدي معين، ولو أن بعض الجماعات الإرهابية قد شكلت، في السنوات الأخيرة، ملامح تصورنا للتطرف العنيف. فكيف تعرف الأدبيات الأكاديمية مفهوم "الإرهاب"؟ ما هي العناصر الأساسية التي تميز "التطرف العنيف" عن غيره من أشكال العنف؟

إذ ينشأ التطرف العنيف في بيئات معقدة، مما يسهل للسردية المتطرفة أن تجد طريقها إلى عقول الناس وقلوبهم. ويعنينا كثيرا أن انتشار التطرف العنيف أدى إلى زيادة تفاقم أزمة إنسانية غير مسبوقة تتجاوز حدود المنطقة الواحدة. فكيف يمكن تقييم فعالية برامج مكافحة التطرف؟ وما هي الآليات القانونية والأخلاقية التي يجب أن تحكم استخدام القوة ضد الجماعات الإرهابية؟ وكيف يمكن التوفيق بينها وبين احترام القانون الدولي الإنساني؟ وما هو دور وسائل الإعلام والتكنولوجيا في هذا الصدد؟

Dr El Mostafa Rezrazi is a professor of Crisis Management, and Security Studies and a Senior Fellow at the Policy Center for the New South who focuses on Terrorism, Security and East Asia studies. His area of Expertise covers Afro-Asian Affairs, Strategic & Security Studies, Terrorism, Extremism and Deradicalization, mainly from the view of Criminal; Legal and Forensic Psychology.  He got his Ph.D. in Regional & International Affairs from the University of Tokyo in 1998, and later a Doctorate from the University of Mohammed V on the Psychological dynamisms of Suicide Bombers (2014). Imane Lahrich
Head – Research Valorization
Imane Lahrich is the Head of Research Valorization Department, having previously served as a Partnerships & Research Support Officer at the Policy Center for the New South since 2019. She mainly worked on security-development related projects. She has experience as a Project Manager in a Strategic Intelligence firm (2017-2019) and as a research consultant in the MENA region, focusing on international development and the Rule of Law. Imane Lahrich holds a Master's in Political Studies and a Bachelor's in Political Science from Mohammed V University of Rabat.     The Global Terrorism Index (GTI) is an annual report produced by the Institute for Economics & Peace (IEP). Now on its 9th edition, the GTI provides a comprehensive summary of the key global trends and patterns in terrorism. It analyses a number of vital aspects of terrorism such as the socio-economic conditions under which it occurs, how terrorism changes over time, the geopolitical drivers and ideological aims of terrorist groups and the strategies used by terrorists. In the previous edition, the GTI 2020 reported a decrease in deaths from terrorism for a fifth consecutive year.
