حديث الثلاثاء: واقع المقاولات المغربية على هامش مشروع قانون مالية سنة 2023

يعتمد مشروع قانون المالية لسنة 2023 أولويات يمكن تلخيصها في أربعة محاور تهم "ترسيخ ركائز الدولة الاجتماعية، وإنعاش الاقتصاد الوطني من خلال دعم الاستثمار، وتكريس العدالة المجالية، واستعادة الهوامش المالية من أجل ضمان استدامة الإصلاحات".

ونظرا لأهمية النظام الضريبي في تحقيق الانتعاش الاقتصادي، تولي الحكومة، من خلال مشروع قانون المالية لسنة 2023، أهمية خاصة لمواصلة تنزيل أهم مقتضيات القانون الإطار المتعلق بالإصلاح الجبائي، والتي ستمكن من تحسين مناخ الأعمال عبر توضيح الرؤية لمختلف الفاعلين خلال السنوات الأربع القادمة. أين تتجلى هاته المقتضيات؟

 

يعتبر مبدأ العدالة والتنافسية من بين ما يقوم عليه مشروع قانون المالية. بالنظر إلى إطلاق إصلاح شامل للضريبة على الشركات، مبني على التوجه التدريجي نحو سعر موحد، مع الرفع من مساهمة الشركات الكبرى، التي تفوق أرباحها الصافية 100 مليون درهم وذلك بالموازاة مع تخفيض أسعار الحد الأدنى للضريبة، والتنزيل التدريجي لمبدأ فرض الضريبة على الدخل الإجمالي بالنسبة للأشخاص الذاتيين. أين تكمن العدالة والتنافسية وهما من بين المبادئ التي ينبني عليها مشروع قانون المالية؟

 

نرى كذلك أن الحكومة تتجه أكثر نحو سعر موحد للضريبة على الشركات بنسبة 20٪ للشركات الصغيرة والكبيرة، كيف يمكن تقييم هذا الإصلاح؟ هل الحد الأمثل هو فعلا 20٪ مقارنة بتجارب الدول الأخرى؟
