11th Edition of the Atlantic Dialogues Conference - DAY 1

December 14, 2022

In this mutating world, pressures on States’ stability have increased with war, pandemics and natural disasters, shaking the international system to the core. The resurgence of war in Europe has reshuffled the cards of world geopolitics. Energy shortages, inflation, amplification of populist narratives and an overall fragmentation are all exacerbated in a world recovering from a global pandemic.

The African continent and the Global South are particularly suffering from the slow restart of the post-pandemic economy and the ongoing conflicts in the West with far-reaching implications and repercussions. As exposed witnesses of the confrontation between Russia and Ukraine and of the ever-growing discordance between the United States and China, and as a region standing to be the most impacted by the compounded crises, states in the Global South are reviving the nonaligned movement. Are they in a position to advance their own views and secure their interests? In the aftermath of a pandemic and in the midst of War, the Global South could contribute to policy prescriptions regarding how to best to navigate the turbulence ahead. How can the Global South manage and mitigate worse effects, and turn the current crisis into an opportunity to engage in meaningful conversation around collaborative North-South efforts aimed at action, genuine partnerships, and cooperation?

Stakes are high. Cooperation on the global, regional, state and individual levels is the only way to cope and overcome these unprecedented challenges. As advocates for the Global South, the implementation of an enhanced and effective multilateral world order is one of the compasses that leads our action. The Atlantic Dialogues conference has always channeled this strong willingness of increased and reformed multilateralism by creating innovative spaces of dialogue between the North and South Atlantic. This conference is the opportunity to conceptualize the wider Atlantic and advocates for innovative and bold ideas for a peaceful, more balanced and prosperous future.

In comparison to previous decades, remarkable economic performance accompanied the entry of African economies into the new millennium. The agricultural sector, which remains the cornerstone of economic and social development, has not remained on the sidelines. Overall, this sector continues to show robust growth, driven by an increase in productivity, measured in part and overall terms. However, lower-level results point to serious disparities and a need to strengthen progress towar ...

Since the fall of the Derg regime in 1991, cordial relations have developed between China and Ethiopia, forming a positive political backdrop in front of which the two countries’ interests have increasingly converged. On the one hand, Ethiopia seeks to replicate the experience of East Asian countries such as Taiwan, Malaysia, or China and to attract foreign direct investment (FDI) in order to accelerate the development of its manufacturing capacities (in particular through an ambit ...

Colombia is a country of incredible contrast: known to be one of the places on earth where people feel happiest, it is also one of the most unequal and for many decades, a country immersed in a protracted conflict. Despite the latter - and here is the starkest contrast - Colombia has recently succeeded in reducing poverty and building the foundations for sustainable growth and prosperity. The Santos administration has delivered on two of its main promises: sign a peace agreement wi ...

Why do policy implementation and public service delivery too often fail to achieve the goals initially formulated by policy leaders, and how to fix it? What matters for successful implementation and what can policy leaders do? In a previous paper, we proposed a synthesis of the study of policy implementation and the cause of policy failure. This policy paper explains the key factors leading to policy success, and provides policymakers with actionable solutions to help formulate and ...

During his run for President of the United States, Mr. Trump called the North American Free Trade Agreement (NAFTA), “the worst trade deal ever approved by this country”. His target is Mexico, which runs a $ 50 billion surplus of trade in goods and services with the United States. Trade with Canada, the third NAFTA party, is essentially balanced. However, NAFTA’s provisions cannot be changed without affecting Canada and without Canada’s consent, and the Foreign Ministers of Canada a ...

The big question for Africans on safeguarding peace and security is whether the Pan-African organization, which aspires to lead the continent towards peace and prosperity and to which the continent’s predisposed human and material resource potential, is able to ensure the fulfillment of these ambitions through its own institutions? In other words, can the African Union manage African crises with independent African means? This fundamental question calls for other more intermediate ...
