المغرب في مواجهة : وباء كوفيد - 19 من الثقة إلى القلق

تتعلـق البيانـات الـواردة فـي هـذا الموجـز بتصـور المغاربـة لوبـاء كوفيـد- 19 والسياسـات العموميـة الراميـة إلـى احتـواءه. وهـي مسـتمدة مـن البحـث الـذي أنجـزه المركـز علـى أسـاس ثـاث موجـات مـن الاسـتطاعات التـي أنجـزت مـن طـرف " إيبسـوس المغـرب» خـلال شـهر يونيـو ويوليـوز وشـتنبر 2020

وينــدرج هــذا التحقيــق ضمــن برنامــج بحــث تحــت عنــوان» المواقــف تجــاه كوفيــد- 19 " الــذي تـم إنجـازه مـع مجموعـة مـن الشـركاء الأكاديمييـن الدولييـن مـن بينهـم علـى الخصـوص معهـد Sciences Po وكليــة الأعمــال بجامعــة هارفــارد Harvard Business School وجامعــة بوكونــي Bocconi ، ويهـدف هـذا البرنامـج إلـى مقارنـة البيانـات التـي تـم تجميعهـا فـي ثمـان دول أوروبيـة وسـبع دول إفريقيـة بمـا فيهـا المغـرب، بالإضافـة إلـى البرازيـل وكنـدا والولايـات المتحـدة وأسـتراليا ونيوزلنـدا.

 فـي بدايـة انتشـار الوبـاء، رحـب المغاربـة بتدخـل جالـة الملـك محمـد السـادس لتعبئـة الدولـة ضـد الوبـاء. كمـا اشـادوا بالتوجيهـات التـي قدمهـا جالتـه للحكومـة لدعـم الفئـات الضعيفـة مـن السـكان والاقتصـاد الوطنـي والتعليمـات التـي وجههـا للقـوات المسـلحة الملكيـة مـن أجـل دعـم السـلطات الصحيـة بالمعـدات اللوجسـتية الضروريـة.

وقـد كشـفت موجـات الاسـتطاع الثاثـة التـي أجريـت مؤشـرات تخـص فتـرة الحجـر الصحـي الممتدة مـن يونيـو إلـى النصـف الثانـي مـن شـهر شـتنبر. وتبيـن مـن خـال تحليـل هـذه الموجـات الثـاث أن المغاربـة أظهـروا فـي نهايـة الحجـر الصحـي ثقتهـم فـي كيفيـة تدبيـر الوبـاء مـن طـرف مؤسسـات الدولــة )الشــرطة والــدرك( والهيئــات الطبيــة )المدنيــة والعســكرية( وفــي السياســات التــي نفــذت لمواجهتـه .

أبــدى المغاربــة كذلــك مخــاوف محــدودة نســبيا بشــأن المســتقبل الصحــي للبــاد، كمــا أظهــروا مخـاوف بشـأن التداعيـات الاقتصاديـة للوبـاء. وظلـت ثقتهـم قويـة في المؤسسـات، غير أن الشـكوك تزايـدت حـول فعاليـة السياسـة المتبعـة خـال الفتـرة الممتـدة مـن يونيـو إلـى النصـف الثانـي مـن شــهر شــتنبر، وتزايــد القلــق علــى نطــاق أوســع إزاء المســتقبل الصحــي مــع مــرور الأســابيع. وقــد عرفـت بلـدان أخـرى نفـس التطـور مـع تفاقـم انتشـار الوبـاء مـع مـا لذلـك مـن تداعيـات صحيـة واقتصاديـة ونفسـية واجتماعيـة.
