حديث الثلاثاء: تنزيل ورش الحماية الاجتماعية: حصيلة السنة الأولى من العمل الحكومي

يعتبر تعميم الحماية الاجتماعية كدعامة من دعامات نموذج الدولة الاجتماعية التي نلاحظ ملامحها بشكل متزايد منذ الأزمة الصحية. ونذكر أن هذا الورش المجتمعي يهدف إلى إرساء منظومة تضامنية إجبارية بغية توفير الحماية للجميع وصيانة حقوقهم بالإضافة إلى تيسير ولوجهم إلى الخدمات الاجتماعية والصحية في ظروف لائقة بشكل يضمن تكافؤ الفرص. يعتمد هذا الورش كذلك على جميع آليات الاحتياط الجماعي التي تمكن الأفراد أو الأسر من مجابهة الآثار المالية المترتبة عن المخاطر الاجتماعية باعتماد آليتين هما التأمين الاجتماعي والمساعدة الاجتماعية من أجل تقليص الفقر ومحاربة كل أشكال الهشاشة ودعم القدرة الشرائية للأسر وتعميم التأمين الصحي الإجباري على جميع المواطنات والمواطنين، وتعميم التعويضات العائلية والتعويض عن فقدان الشغل، وتوسيع نظام التقاعد. الآن وبعد مرور سنة من العمل الحكومي الذي وضع هذا الورش الملكي في مقدمة أولوياته والذي يعتبر ثورة اجتماعية بجدول زمني دقيق للغاية ومواعيد نهائية لتعميم جميع أبعاد الحماية الاجتماعية إلى حدود سنة 2025 ... أين نحن اليوم بالنسبة لهذه الأهداف؟ كيف يمكن خلق مناخ من الثقة يسمح للجميع بدعم نجاح مشروع الحماية الاجتماعية؟ ثم ماذا عن الاشخاص غير القادرين على أداء واجبات الاشتراك؟ من الإصلاحات أو الأدوات الرئيسية التي ستجعل من الممكن تحقيق تعميم الحماية الاجتماعية هو السجل الاجتماعي الموحد الذي يستهدف الأشخاص المحتاجين كخطوة عملية مهمة لتحسين مردودية البرامج الاجتماعية؟ أين نحن الآن من تنزيل هذه الآلية؟ وما هي التوصيات التي يمكن أن تأخذها بعين الاعتبار جميع الجهات الفاعلة والشركاء الاجتماعيين لإنجاح هذا الورش مع احترام الموعد النهائي لتعميم الحماية الاجتماعية بحلول سنة 2025؟

Imane Lahrich is the Head of Research Valorization Department, having previously served as a Partnerships & Research Support Officer at the Policy Center for the New South since 2019. She mainly worked on security-development related projects. She has experience as a Project Manager in a Strategic Intelligence firm (2017-2019) and as a research consultant in the MENA region, focusing on international development and the Rule of Law. Imane Lahrich holds a Master's in Political Studies and a Bachelor's in Political Science from Mohammed V University of Rabat.
