The report for the 9th edition of APSACO synthesizes the discussions and insights generated during the June 2025 conference. This document captures the conference’s core deliberations, examining how rapidly evolving global geopolitical shifts, changing multilateral structures, and internal fragmentation affect peace and security across the continent. 

Framed around the 2025 theme, "Africa Amid Global Uncertainties”, the publication covers key discussions on sub-regional political shifts, including institutional pressures on ECOWAS, the rise of the Alliance of Sahel States (AES), and structural crises across the Sahel, Libya, and the Great Lakes. It explores how state fragility, demographic pressures, and the fading of traditional external support necessitate a fundamental shift toward collective self-reliance and the enforced implementation of regional protocols. To address these challenges, the report outlines practical policy recommendations put forward by the speakers to strengthen the African Peace and Security Architecture (APSA), modernize counterterrorism strategies against emerging technological and maritime threats, and assert independent strategic narratives.
