The knock-on effects of the war in Ukraine have heavily impacted the Middle East and North African countries. With multiple diplomatic stances and attempts of mediation, an overall need to balance among shifting alliances has characterised the past year. This event provides expert analyses and prospects on the war’s impact on local political contexts, long-standing conflicts, and wider geopolitical equilibriums.

Against this backdrop, the Policy Center for the New South, the Italian Institute for International Political Studies and the Middle East Institute are co-organizing a webinar on the theme “One Year Later: The War in Ukraine and the MENA Region” on Wednesday, February 15, 2023 from 15:00 to 15:45 GMT+1.

Research Fellow and MED Scientific Coordinator
Chiara Lovotti is an ISPI Research Fellow and Scientific Coordinator of “Rome MED-Mediterranean Dialogues”, ISPI’s and the Italian MoFA’s annual flagship event. She is a specialist in international relations of the MENA, with a focus on Russia’s foreign policy in the area and associated political and security issues. Chiara’s doctoral research (University of Bologna) explored the Soviet Union’s impact on state-building processes of postcolonial Arab countries (Egypt, Iraq, and Syria), with a focus on the military and security sector, institutions and party politics, and socio-economic development. Abdelhak Bassou
Senior Fellow
Abdelhak Bassou is a Senior Fellow at the Policy Center for the New South and a non-resident senior fellow at the Atlantic Council’s Africa Center. He is also an Affiliate Professor at Mohammed VI Polytechnic University. Bassou has had an extensive career in Moroccan National Security, where he served in various capacities including as head of the border division from 1978 to 1993. He was the former director of the Royal Institute of Police in 1998 and served as Head of Regional Security (Errachidia 1999-2003, Sidi Kacem 2003-2005) and as Central Director of General Intelligence from 2006 to 2009.   He holds a master's degree in political science and international studies from the Faculty of Law, Economics, and Social Sciences in Rabat. Senior Fellow and Director of Program on North Africa and the Sahel
Intissar Fakir is a senior fellow and director of MEI’s North Africa and Sahel program. She is an expert on North Africa, the Sahel, and key regional thematic issues including governance, social change, migration, and security. She has written extensively on North Africa’s evolving politics including Islamist electoral politics in post-2011 Morocco and Tunisia, the Western Sahara issue, foreign policy priorities in Morocco and the broader region, and the impact of COVID-19 on regional political stability. Her research has also included political transitions, mobilization trends, energy, and social change in Morocco, Mauritania, Algeria, and Tunisia. Julien Barnes-Dacey
Director, Middle East and North Africa programme
Julien Barnes-Dacey is the director of the Middle East & North Africa programme at the European Council on Foreign Relations. He works on European policy towards the wider region, with a particular focus on Syria and regional geopolitics. Barnes-Dacey’s recent publications include “Principled pragmatism: Europe’s place in a multipolar Middle East,” “Society max: How Europe can help Syrians survive Assad and coronavirus,” and “Guns and governance: How Europe should talk with non-state armed groups in the Middle East.” His work has been published in the likes of Foreign Policy, Politico, the Financial Times, and the New York Times.
