Morocco as a Connector State: A Winning Strategy in a Fragmented World


Dans un environnement international reconfiguré, les économies à revenu intermédiaire poursuivent leur processus de convergence dans des conditions plus exigeantes. La fragmentation géopolitique et la réorganisation des chaînes de valeur mondiales modifient les logiques d'insertion productive, tandis que les tensions sur le système monétaire international pèsent sur le financement des économies en développement. L'accélération des transitions technologique et énergétique redistribue par ailleurs les avantages comparatifs et exige des capacités d'adaptation que tous les pays ne peuvent mobiliser au même degré. Les moteurs classiques du rattrapage se trouvent fragilisés, et le risque d'enlisement dans le piège du revenu intermédiaire se pose de manière plus pressante.

C'est dans cette perspective que ce papier examine la trajectoire de l'économie marocaine sur la période 2022-2026, en appréciant ses moteurs domestiques comme le rôle de l'environnement externe. Il vise à établir dans quelle mesure la dynamique observée relève d'un ajustement conjoncturel ou traduit l'amorce d'une consolidation plus durable, et à en évaluer les conditions de soutenabilité. Cette lecture s'inscrit dans une réflexion plus large sur les marges de manœuvre des économies à revenu intermédiaire dans un monde en mutation.

Abdelaaziz Ait Ali
Head - Research in Economics
Abdelaaziz Ait Ali is a principal Economist and head of the Research Department at the Policy Center for the New South. He joined the Center in 2014 after five years of experience at the Central Bank of Morocco. He worked as an economist in the International Studies and Relations Department and was analyzing the real estate price index and financial asset prices for monetary policy and financial stability purposes. Since then, Abdelaaziz has focused on cyclical and structural issues of the Moroccan economy, including macroeconomic management and industrial policy design. Mahmoud Arbouch
Senior Economist
Mahmoud Arbouch is a Senior Economist at the Policy Center for the New South. His research focuses on macroeconomics of development, regional economics and territorial development, infrastructure and transportation economics, as well as industrial policy and international trade. Executive President
Karim El Aynaoui is Executive President of the Policy Center for the New South. He is also Executive Vice-President of Mohammed VI Polytechnic University and Dean of its Humanities, Economics and Social Sciences Cluster. From 2005 to 2012, he worked at the Central Bank of Morocco (Bank Al-Maghrib) as Director of Economics, Statistics, and International Relations. He also created and headed the Research Department and served as a member of the Governor’s Cabinet.
