Karim El Aynaoui, Executive President, and Fathallah Oualalou, Senior Fellow at the Policy Center for the New South, will be speaking at “Policy Consultations on Morocco : Viable Strategies for the Post-pandemic Era” in the framework of the webinar titled “New Growth Strategies for the Mediterranean Post-Covid”, co-organized by the Growth Dialogue and the Centre for Mediterranean Integration.

Human capital seems to be a major constraint, especially for SMEs. Female Labor Force Participation Rates are roughly 22% and Learning-Adjusted Years of Schooling are reported to 6.2 compared to the 10 years of average attendance. What viable strategies for enhancing skills acquisition are needed to attract new economic activities? And what policy actions can promote job growth?

Government has spoken about consolidating SOEs and attracting more PPPs, but it also has views about national industrial policies. How does one reconcile these different strategies, and how can new FDI players be induced to come to Morocco in areas that involve more advanced technologies and greater value-added exports? What improvements does government need to undertake to be more attractive to FDI that incorporates better technologies and connects better to the private sector?

Karim El Aynaoui
Executive President
Karim El Aynaoui is Executive President of the Policy Center for the New South. He is also Executive Vice-President of Mohammed VI Polytechnic University and Dean of its Humanities, Economics and Social Sciences Cluster.   Karim El Aynaoui is an economist. From 2005 to 2012, he worked at the Central Bank of Morocco where he held the position of Director of Economics, Statistics, and International Relations. At the Central Bank of Morocco, he was in charge of the Research Department and equally a member of the Governor’s Cabinet. Fathallah Oualalou
Senior Fellow
Fathallah Oualalou is an economist, Senior Fellow at the Policy Center for the New South.  He obtained his PhD in economics from the University of Paris in 1968. Prior to joining the Policy Center for the New South, he served as a professor at Mohammed V University in Rabat and other higher education institutions in Morocco, and as an associate professor at several foreign universities. He is the author of numerous books and articles in the fields of economic theory, financial economics, international economic relations, the economies of Maghreb countries, the Arab world, and the Euro-Mediterranean area.
