Cette rencontre reviendra sur les grandes questions qui ont marqué et continuent de marquer l’Afrique au XXIème siècle. Dans ce sens, le premier panel portera sur la thématique de la sécurité en Afrique et permettra de retracer et de discuter des opérations de maintien de la paix dans le continent, du rôle des femmes africaines au sein des structures de paix et de sécurité ainsi que de la présence française au Sahel.

Le deuxième panel s’intéressera, quant à lui, aux questions géopolitiques qui font l’actualité en Afrique. Ce panel traitera notamment de la question des changements climatiques et des enjeux qu’ils impliquent pour le continent africain, de l’influence des rivalités étrangères en Afrique ainsi que du bilan et des perspectives de la migration africaine.

Senior Fellow
Abdelhak Bassou is a Senior Fellow at the Policy Center for the New South and a non-resident senior fellow at the Atlantic Council’s Africa Center. He is also an Affiliate Professor at Mohammed VI Polytechnic University. Bassou has had an extensive career in Moroccan National Security, where he served in various capacities including as head of the border division from 1978 to 1993. He was the former director of the Royal Institute of Police in 1998 and served as Head of Regional Security (Errachidia 1999-2003, Sidi Kacem 2003-2005) and as Central Director of General Intelligence from 2006 to 2009.   He holds a master's degree in political science and international studies from the Faculty of Law, Economics, and Social Sciences in Rabat. Senior Fellow
Mohammed Loulichki is a Senior Fellow at the Policy Center for the New South and an Affiliate Professor at Mohammed VI Polytechnic University. He brings over 40 years of comprehensive experience in diplomacy, conflict resolution, and human rights. He has served in various roles including as a member and Deputy Head of the Moroccan delegation to the 3rd Conference on the Law of the Sea (1982-1990), Head of the Department of Legal Affairs and Treaties at the Ministry of Foreign Affairs (1988-1991), and General Director for Multilateral Affairs in the same ministry (2003-2006).   He also acted as Morocco's Ambassador to Hungary, Bosnia-Herzegovina, and Croatia (1995-1999), and was the Moroccan Government's Ambassador Coordinator with MINURSO (1999-2001). Dr El Mostafa Rezrazi is a professor of Crisis Management, and Security Studies and a Senior Fellow at the Policy Center for the New South who focuses on Terrorism, Security and East Asia studies. His area of Expertise covers Afro-Asian Affairs, Strategic & Security Studies, Terrorism, Extremism and Deradicalization, mainly from the view of Criminal; Legal and Forensic Psychology.  He got his Ph.D. in Regional & International Affairs from the University of Tokyo in 1998, and later a Doctorate from the University of Mohammed V on the Psychological dynamisms of Suicide Bombers (2014). Amal El Ouassif
International Relations Specialist
Amal El Ouassif is an International Relations Specialist  at the Policy Center for the New South. Prior to this, she worked as a program coordinator at the Westminster Foundation for Democracy and served as a consultant in development policies with the office of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Morocco. She is also a former bluebook trainee in the Directorate General of Employment Social Affairs and Inclusion in the European Commission in Brussels. Amal has a Master of Art in EU’s International Relations and Diplomacy Studies, from the College of Europe in Bruges and a Master in Development Studies from UPMF-Grenoble. Maha Skah is a Political Affairs Officer at the Policy and Mediation Division of the United Nations Department of the Political and Peacebuilding Affairs (DPPA) in New York, where her role centers around providing technical and political advice on how to assess and analyze climate-related peace and security risks and how to integrate climate considerations into the Department of the Political and Peacebuilding Affairs (DPPA) conflict prevention, peacebuilding, and peacemaking work. Akram Zaoui
Chargé de Mission to the Executive President
Akram Zaoui is a Senior International Relations Specialist and Chargé de Mission to the Executive President at the Policy Center for the New South (PCNS). Prior to this, he was Manager of Research Support and the Public Policy Lab at the PCNS. His main area of interest is the geopolitical economy of the Extended Middle East and North Africa (MENA) region. From 2018 to 2020, Zaoui was the coordinator of a network of 70+ civil society organizations (CSOs) across France, working with foundations, government, local communities, and the private sector.
