J. M. Félix Ribeiro holds a PhD in Political Science and International Relations, and a Degree in Economics. He began his professional activity in 1971/73 as a researcher at the Institute for Social Sciences and at the Industry Planning Cabinet. He then served as Navy officer in Mozambique from 1973 to 1975. From 1976 to 1986, he was a researcher at the Group of Basic Studies in Industrial Economics – Planning Ministry carrying out studies in input / output analysis; structural evolution of the portuguese economy; dynamics of the export sector and foreign investment in Portugal. Later, he worked in the Direction of Planning Staff – National Board of Science and Technology on foresight studies in technology and work in international economics and development strategy for the Planning Ministry (1986/1994).

Between 1994 and 2011 he integrated the Department of Foresight and Planning – Ministry of Planning, later Ministry of Environment, Spatial Planning and Regional Development, where he was Deputy Director responsible for the International Information and Foresight unit. He has been guest lecturer at several universities and institutions He also participates in several conferences.  Member of the IPRI. Awarded the Jacques Delor Prize 2016, the honorable mention of the Prize Admiral Teixeira da Mota 2014.  Author of an extensive list of publications and has participated in numerous research projects focusing on areas such as Energy Security, International Economics and Geopolitics, Foresight and Development Strategies.
