Hachim El Ayoubi

Hachim El Ayoubi holds a Master’s degree in fisheries management and marine policy. Currently, he serves as a senior expert at CESE Morocco, in charge of international cooperation and acting as a coordinator for the UCESA roadmap.

Mr. El Ayoubi previously served as an international consultant and lead specialist in institutional development and program evaluation mainly in ACP regions, developing comprehensive strategic plans and frameworks that address key issues such as governance, employment, poverty eradication, and regional integration across the African continent.

With over 20 years of expertise in project management and conducting performance evaluations, Mr. El Ayoubi has made significant contributions in the fields of economic integration, fiscal reform, food security, climate action and the governance of the blue economy, with a primary focus on Africa. Notably, he held the position of Executive Secretary within an inter-governmental cooperation organization, representing the collective interests of 22 African states, offering expert advice to governments and senior public officials on regulations and policies related to fisheries management and coastal conservation.

Mr. El Ayoubi stands as the main author of several scholarly articles, written in both English and French, covering a wide array of subjects including economic integration, ocean governance, MCS, blue economy strategy in Africa, marine conservation in Africa and fisheries policy adaptation to climate change, fiscal reform and poverty reduction.
