Serving as a continuity of the topics discussed and debated in the first and second editions (2019, 2020), this third edition is one more opportunity to address in an accessible way the multiple and paradoxical realities that characterize the migration issue in the western Mediterranean, and in particular in the Strait of Gibraltar Area. The main objective of the Annual International Conference of the Jean Monnet Center of Excellence “Immigration and Human Rights in the European External Borders” is to analyze and bring together undergraduate, postgraduate and doctoral students, and the civil society of Morocco and Spain, to share perspectives on issues related to the migration policies of the European Union, Spain, and Morocco, as well as the promotion and protection of the human rights of migrants.

The conference is organized by the Jean Monnet Center of Excellence, and the Observatory for Migrations and Human Rights of the SEA-EU University of the seas, together with the members of the Research Group of the “Observatoire d’Etudes Méditerranéennes” Abdelmalek Essaidi University, directed by Professor Rachid El Houdaigui, Senior Fellow at the Policy Center for the New South. Professors from the University of Pisa, the University of the Aegean, the University of Granada, the Faculty of Governance, Economic and Social Sciences (FGSES), and experts from the Policy Center for The New South will take part in the discussions.

Abdelhak Bassou
Senior Fellow
Abdelhak Bassou is a Senior Fellow at the Policy Center for the New South and a non-resident senior fellow at the Atlantic Council’s Africa Center. He is also an Affiliate Professor at Mohammed VI Polytechnic University. Bassou has had an extensive career in Moroccan National Security, where he served in various capacities including as head of the border division from 1978 to 1993. He was the former director of the Royal Institute of Police in 1998 and served as Head of Regional Security (Errachidia 1999-2003, Sidi Kacem 2003-2005) and as Central Director of General Intelligence from 2006 to 2009.   He holds a master's degree in political science and international studies from the Faculty of Law, Economics, and Social Sciences in Rabat. Amal El Ouassif
International Relations Specialist
Amal El Ouassif is an International Relations Specialist  at the Policy Center for the New South. Prior to this, she worked as a program coordinator at the Westminster Foundation for Democracy and served as a consultant in development policies with the office of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Morocco. She is also a former bluebook trainee in the Directorate General of Employment Social Affairs and Inclusion in the European Commission in Brussels. Amal has a Master of Art in EU’s International Relations and Diplomacy Studies, from the College of Europe in Bruges and a Master in Development Studies from UPMF-Grenoble. Rachid El Houdaigui
Senior Fellow
Rachid El Houdaïgui is a Senior Fellow at the Policy Center for the New South and an Affiliate Professor at Mohammed VI Polytechnic University. He also serves as a professor of International Relations at Abdelmalek Essaadi University's Law Faculty in Tangier. His expertise encompasses international relations, geopolitics, defense and security, focusing on the Mediterranean region, North Africa, and the Arab world.
