Currently, Secretary of Strategic Management and Innovation at the Cotia City Hall, SP. Raphael holds a degree in International Relations from the Armando Alvares Penteado Foundation (FAAP), a postgraduate degree in Leadership Development from ESADE Business School, and a master's degree in Governance and Management in the Public Sector from Erasmus University, Netherlands. With extensive knowledge in public policy, he served as an international advisor to the Metropolitan Development Secretariat of the São Paulo State Government and, later, in the Civil House, being responsible for the international agenda of the Housing, Metropolitan Transport, and the São Paulo Metropolitan Planning Company (Emplasa) Secretariats. In 2015, he was selected as one of the young people under 35 for the Emerging Leaders Program of the German Marshall Fund.
