Francisco de Arantes e Oliveira is the Senior Policy Advisor at the Atlantic Centre, where he coordinates engagement with its signatory states and supports cooperation with international organisations, Atlantic institutions and think tanks. He also serves as a Naval Officer for International Relations in the Portuguese Navy Staff. He provided analytical and advisory support to Portuguese foreign and defence policy, including preparing contributions on maritime security and Atlantic geopolitics for the Secretary of State for Defence and Minister of National Defence. He also served as a Liaison Officer at the Office of the Portuguese Permanent Mission in the UN. His interests include maritime security, Atlantic geopolitics, international cooperation and wargaming. He holds a Master of Laws in Public International Law from Utrecht University, a postgraduate degree in Intelligence and Security, and a Bachelor’s in Political Science and International Relations. He was awarded the Naval Cross for outstanding service to National Defence, the Navy and the Atlantic community. He is fluent in Portuguese, English, German and Spanish.
