Carlos Moura Teixeira

Carlos Moura Teixeira is a diplomat, currently serving as Political Advisor to the EU Special Representative for the Sahel. From 2022 to 2024, he was an Advisor to Portugal's Minister of Foreign Affairs on Sub-Saharan Africa, North Africa, Middle East, Gulf, and Mediterranean. He previously worked at the European Commission and the OECD. Carlos holds a degree in Economics from NOVA School of Business and Economics and a master’s in Public Policy from Harvard Kennedy School, where he was a Fulbright Scholar, a teaching fellow, and co-chair of the European Conference at Harvard. He received Portugal’s best essay prize on national defence policy (2021) and was among the Top 10 “Leaders of Tomorrow” at the St. Gallen Symposium (2019).
