Le Policy Center for the New South participera à la prochaine édition du Forum de Bamako sous le thème « Quelle Afrique à l’horizon 2040 : entre mémoires et avenirs » et qui aura lieu du 20 au 22 février 2020 à Bamako, Mali.

A l’heure de la multiplication des menaces pour l’Afrique, l’approche sécuritaire régionaliste est présentée comme une solution de plus en plus viable. Le G5 Sahel et d’autres initiatives du même acabit permettrait au continent de s’aligner sur une vision consistant à gérer la sécurité de l’Afrique par l’Afrique. De ce fait, quelles sont les implications de ces initiatives ? Quels sont les blocages auxquelles elles font face ? et enfin, à terme quelle vision pour le maintien de la paix en Afrique ?

Egalement, le transfert de compétences vers des collectivités territoriales (communes et régions) est aujourd’hui une tendance commune à l’évolution de l’organisation territoriale des pays. Depuis 2015, le Maroc met en œuvre une réforme qui a octroyé des prérogatives importantes et de nouvelles ressources financières et humaines aux régions. Cette nouvelle architecture territoriale soulève des enjeux importants mais aussi de nombreux espoirs pour le développement économique, l’inclusion sociale et la soutenabilité environnementale des territoires.

Dans un premier panel intitulé « Décentralisation et régionalisation : une solution pour les questions de sécurité ? », experts et chercheurs vont exposer l’importance de la régionalisation comme outils de gestion des défis sécuritaire en Afrique. L’urbanisation et politique de la ville vont être également examinés en lien avec la question migratoire. Il sera question d’analyser les défis auxquels font face les autorités locales dans la mise en place de politiques capables d’intégrer la nouvelle donne d’une mobilité accrue au sein des espaces urbains. Les questions d’intégration et d’accès des migrants au services publics seront particulièrement mises en exergue.

A travers un deuxième panel intitulé « Décentralisation et régionalisation : une solution pour les questions de développement ? » ce panel visera à éclairer les différents rôles et attributions des collectivités territoriales marocaines en matière de développement, en mettant l’accent sur l’intégration des problématiques d’atténuation et d’adaptation au changement climatique et de gestion des risques de catastrophes naturelles dans l’élaboration et de la mise en œuvre des politiques locales.

Initiative africaine originale, le Forum est un colloque annuel et international, hors des cadres conventionnels et institutionnels. Il conjugue liberté de parole, convivialité et haut niveau de débats.

Il est un espace de réflexion, de partage d’expériences et de points de vue sur les grands sujets de l’heure qui touchent le continent africain. Il s’emploie au fil des années, à travers ses propositions et recommandations, à devenir une source d’inspiration pour les dirigeants africains et d’actions pour les acteurs économiques et politiques du continent.

Axé sur les enjeux du développement de l’Afrique, c’est un lieu et un temps d’échange d’idées et de dialogue où se rencontrent chefs d’entreprise, hommes et femmes politiques, décideurs publics,

universitaires, chercheurs, experts, étudiants, représentants de la société civile et des médias, du continent africain et des autres continents.

Senior Fellow
Abdelhak Bassou is a Senior Fellow at the Policy Center for the New South and a non-resident senior fellow at the Atlantic Council’s Africa Center. He is also an Affiliate Professor at Mohammed VI Polytechnic University. Bassou has had an extensive career in Moroccan National Security, where he served in various capacities including as head of the border division from 1978 to 1993. He was the former director of the Royal Institute of Police in 1998 and served as Head of Regional Security (Errachidia 1999-2003, Sidi Kacem 2003-2005) and as Central Director of General Intelligence from 2006 to 2009.   He holds a master's degree in political science and international studies from the Faculty of Law, Economics, and Social Sciences in Rabat. Rachid El Houdaïgui is a Senior Fellow at the Policy Center for the New South and an Affiliate Professor at Mohammed VI Polytechnic University. He also serves as a professor of International Relations at Abdelmalek Essaadi University's Law Faculty in Tangier. His expertise encompasses international relations, geopolitics, defense and security, focusing on the Mediterranean region, North Africa, and the Arab world. She is also a former bluebook trainee in the Directorate General of Employment Social Affairs and Inclusion in the European Commission in Brussels. Tobi Youssef has joined the Policy Center for the New South in 2017. He is currently working on Politics and Governance in the Maghreb Region; his areas of expertise are geopolitics, political risk and nation building. Youssef Tobi obtained a Master Degree at Sciences Po Lyon  where he wrote two thesis on “ the role of Moroccan Bank in Africa, a non-state actor in service of the Diplomacy”  and the“ Chasm between the mediatic and associative representation of refugees : a case study”.  Prior to working at the Think tank, Tobi Youssef participated in a Social Entrepreneurship Project in Beirut, Lebanon and conducted an internship in a NGO based in Marseille where he assisted refugees and helped raise funds. ...

Khalid Chegraoui is Senior Fellow at the Policy Center for the New South and Vice Dean of Political Sciences and International Relations at the Faculty of Governance, Economic and Social Sciences of the Mohammed VI University.  He began his teaching and research career in 1992 as a Research Assistant Professor at Sidi Mohammed Ben Abdallah University in Fez after earning his first doctorate in African Studies from the Mohammed V University in Rabat focusing on West Sub-Saharan Africa.
