With global actors increasingly showing interest in the MENA region and Africa, several new players have emerged and continuously work towards expanding their presence and influence in the region, challenging the existing balance and creating new dynamics.

In this framework, the Policy Center for the New South, in partnership with Middle East Directions, organize a panel of discussion under the theme “New Players & Dynamics in the MENA region & Africa” on Friday 24th January at the Policy Center’s headquarters.

The panel will raise the following salient points:

·  Can external actors play a stabilising role in North Africa? Does the EU still have a role to play?
·  What is China's strategy in the region and how does it differ from other external players?
·  What is the impact of the Russia's growing in North Africa? What role is the GCC playing in North Africa?

Khalid Chegraoui is Senior Fellow at the Policy Center for the New South and Vice Dean of Political Sciences and International Relations at the Faculty of Governance, Economic and Social Sciences of the Mohammed VI University.  He began his teaching and research career in 1992 as a Research Assistant Professor at Sidi Mohammed Ben Abdallah University in Fez after earning his first doctorate in African Studies from the Mohammed V University in Rabat focusing on West Sub-Saharan Africa. Youssef Tobi
International Relations Specialist
Tobi Youssef has joined the Policy Center for the New South in 2017. He is currently working on Politics and Governance in the Maghreb Region; his areas of expertise are geopolitics, political risk and nation building. Youssef Tobi obtained a Master Degree at Sciences Po Lyon  where he wrote two thesis on “ the role of Moroccan Bank in Africa, a non-state actor in service of the Diplomacy”  and the“ Chasm between the mediatic and associative representation of refugees : a case study”.  Prior to working at the Think tank, Tobi Youssef participated in a Social Entrepreneurship Project in Beirut, Lebanon and conducted an internship in a NGO based in Marseille where he assisted refugees and helped raise funds. ...
Mouhamadou Moustapha Ly
Economist, African Department of the International Monetary Fund (IMF)
Currently economist within the African Department of the International Monetary Fund in Washington DC, where he works on East African economies on various macroeconomic policy subjects and surveillance, he is also an affiliate professor of economics at Mohamed-6 Polytechnic university in Rabat (Morocco). Prior to that, Mouhamadou was senior economist at the Policy Center for the New South in Rabat (Morocco) working on development related issues and regional integration in the African continent. Mouhamadou also spent several years as assistant professor at Gaston Berger university in Saint-Louis (Senegal) and a lecturer at Auvergne university (France) and City university (London).
