The Atlantic Strategy Group (ASG) aims to strengthen the ability of countries around the Atlantic basin, north and south, to assess shared challenges and to achieve common objectives.

This 6thedition of the ASG, organized by the German Marshall Fund of United States in partnership with the Policy Center for the New South, will take place in Miami, on November 4-6, 2019, under the theme "Illicit Flows Across the Atlantic: Building a Cooperative Maritime Response".

Mr Mohmed Loulichki, Senior Fellow at the Policy Center for the New South, will be delivering the opening remarks and will shed the light on the Value of a Wider Atlantic Dialogue.

While a lot of attention is paid to tracking and countering illicit flows, effective policies must also take account of the effects on Atlantic societies, including island states and coastal cities. What are the direct and indirect consequences for human security and prosperity? And what are the new dynamics? M. Rida Lyammouri & Ms Len Ishmael, Senior Fellows at the Policy Center for the New South will tackle these questions under the theme: “The Impact of Illicit Trafficking on Atlantic Societies and Human Security”.

The following session entitled “ Perspectives and Approaches to Countering Trafficking at Sea” will allow stakeholders from both sides of the Atlantic to share their national experience countering criminal activity in a maritime setting. How do diverse national authorities see the evolution of challenges in this area? What are the success stories and best practices? Where are the gaps in policies and capabilities? Among others, Mr Khalid Zerouali, Director of Migration and Border Control at the Ministry of Internior of the Kingdom of Morocco will participate at the discussion focusing on the case of Morocco.

Senior Fellow
Mohammed Loulichki is a Senior Fellow at the Policy Center for the New South and an Affiliate Professor at Mohammed VI Polytechnic University. He brings over 40 years of comprehensive experience in diplomacy, conflict resolution, and human rights. He has served in various roles including as a member and Deputy Head of the Moroccan delegation to the 3rd Conference on the Law of the Sea (1982-1990), Head of the Department of Legal Affairs and Treaties at the Ministry of Foreign Affairs (1988-1991), and General Director for Multilateral Affairs in the same ministry (2003-2006).   He also acted as Morocco's Ambassador to Hungary, Bosnia-Herzegovina, and Croatia (1995-1999), and was the Moroccan Government's Ambassador Coordinator with MINURSO (1999-2001). Ambassador, Dr. Len Ishmael is a Senior Fellow of the Policy Center for the New South and a Senior Fellow and Distinguished Visiting Scholar of the German Marshall Fund of the United States. She is the Global Affairs Advisor of the Brussels Diplomatic Academy and visiting Professor of the Vrije Universiteit Brussel (VUB) and the Mohammed 6 University, Morocco. Dr. Ishmael is a Commissioner on the Lancet Commission on COVID-19’s Regional Task Force for Latin America. Rida Lyammouri is a Senior Fellow at the Policy Center for the New South. His research activities focus on geopolitics and international relations in the West African Sahel, a region he has worked on for about a decade. He has extensive experience supporting both governmental and non-governmental organizations in the areas of international aid, development, and security. Some of the topics he covers include countering violent extremism (CVE), conflict prevention and conflict sensitivity, humanitarian access, and migration. Mr. Lyammouri has contributed to numerous in-depth research and analysis reports aiming at building deeper understanding of regional and domestic challenges.
