This course proposes an analysis of agricultural and food policies with an emphasis on price volatility and governments› responses to it. This course is organized as a series of lectures of 1.5 to 3 hours and alternates between lectures on the economics of public policies and on case studies of actual policies. The goal is to explain the reasons of public interventions (arising from economic motivations and political economy), and to use economic theory to explain and predict the effects of public policies.

Objectives :

Learning :
• The actual and theoretical motivations for public interventions in agricultural markets;
• How to analyze public policies in commodity markets;
• What are the direct and indirect effects of public policies.

Christophe Gouel
Economist in the INRA laboratory
Christophe Gouel is an economist in the INRA laboratory. He worked at the World Bank (2011-2012) and the CEPII (2006-2008) on the coordination of agricultural trade policies to limit the volatility of food prices. Christophe Gouel has a PhD in economics from the Ecole Polytechnique. His research interests are mainly on trade policies, agricultural policies and development of the MIRAGE model. ...
